ABSTRACT The organizations like political parties appeared at the second half of the XIXth century in Turkey. The basic aim of these organizations was, the announcement of a constitutional monarchy. So, the announcement of constitutional monarchy for the second time in Turkey at 1908 materialized by the effort of the“Union and Progress Association”(İttihat ve Terakki Cemiyeti). But the extraordinary conditions of the era are caused to an anti-democratic administration comprehension and a party (Union and Progress Party) dictatorship with the extraordinary measures that are taken. The Turkish Republic was found under a one-party government while the Ottoman Empire was collapsed under a one-party government. The 1924 Progressive Republic Party (Terakkiperver Cumhuriyet Fırkası) and 1930 Free Republic Party (Serbest Cumhuriyet Fırkası) experiences which have been lived at the one-party government that had continued until 1 945 for 22 years ended in failure. Being dormant of the democratic articles of the constitution of 1924 was one of the main reasons of this situation. 160The new world order of the afterwards of the World War II, necessisated to pass to a multi-party regime in Turkey. This reason caused to a group of deputies at the National Assembly to resign from People's Republican Party (Cumhuriyet Halk Partisi) and form a new party named Democratic Party (Demokrat Parti). Democratic Party came in to power with 1 950 Elections, so the government of People's Republic Party that had continued for 27 years draw to an end. The Democratic Party Era, that began with democratic arrangements gradually began to turn to a suppression regime. Herein that result, the Constitution of 1924's not including democratic articles advisable to a multi party regime and the majority democratic comprehension that was dominant at the Democratic Party were effective. The military intervention of May 27th 1960 and Constitution of 1961 took the pluralist democracy comprehension fundamental principle as a reaction to Democratic Party Era and a new term began for Turkish Political Parties. 161
