Özet

ÖZET Hükümetler her yıl bütçelerini yaparlar. Eğer bu bütçede harcamalar gelirlerden daha fazla ise bütçe açığı ortaya çıkar. Bütçe açığını finanse edebilmek için genelde iki yol kullanılır; Bunlar ilave bono ihraç etmek ve ilave para basmaktır. Hükümet parasal tabam yükselttiği zaman toplam nominal para arzının artışına neden olur ve enflasyon kısa sürede ortaya çıkar. Eğer hükümet bütçe açığının finansmanı için borçlarını artırıyorsa, bu yöntem faiz oranlarının yükselmesine neden olur, böylece yatırım harcamaları olumsuz yönde etkilenir ve potansiyel büyüme hızı düşer. Öte yandan faizler bir maliyet unsuru olduğundan, faizlerdeki yükselme maliyeti artırır ve enflasyona yol açar. Enflasyon ve maliyet dezavantajı ülkenin dış ticaretini olumsuz yönde etkileyerek dış açığın oluşmasına yada büyümesine neden olur.

ABSTRACT Each year the goverments set their budget. In this budget if expenditures exceed revenue, budget deficit occurs.In order to finance the budget deficit, two methods are usually employed. These are the issuance of additional government bonds and the issuance of additional high powered money (increasing monetary base). When the government raises monetery base, the total nominal money suply tends to increase and this inrease leads to infilation in the short run. If the government increases its debt in order to finance budget deflcid, this method tends to increase interest rates, so inverstment expenditure are affected negativly and potential growth rate decreases. Because interest rate is an element of cost, increases in the interst rates tend to increase cost of production, so inflation accurs. The disadvantage of inflation and high costs affect foreign trade negatively. As a result foreign deficit occurs or tends to get larger.
