Özet
Bu tezin amacı, sosyal güvenlik sisteminin bir parçası olan bireysel emeklilik sisteminin teorik altyapısının incelenerek, bireysel emeklilik sistemine yönelik yapılan devlet katkılarının bireysel emeklilik sistemi üzerindeki etkilerinin araştırılmasıdır. Yani, sistemi desteklemek açısından yapılan devlet teşviklerinin olumlu etkisinin olup olmadığının ortaya konulmasıdır. Bunun için, 2001-2013 yılları arasında yapılan devlet teşviklerinin bireysel emeklilik sistemindeki katılımcı sayısı, sözleşme ve sertifika sayısı ve yatırıma yönelen tutar toplamı üzerindeki etkileri grafiksel analiz ile incelenmektedir. Çalışma dört bölümden oluşmaktadır. Bireysel Emeklilik Sistemin tarihçesi, amaç ve kapsamı, Bireysel Emeklilik Sisteminin özellikleri, Bireysel Emeklilik Sisteminin finansman destekleri, kurumları, denetimi ve işleyiş yapısı, katılma şartları ele alınmıştır. Devlet desteğinin katılımcılara olumlu katkı sağlayıp sağlamadığı grafiksel analiz yöntemi ile incelenerek yorumlanmıştır. Çalışmada kullanılan veriler Emeklilik Gözetim Merkezi'nin internet sayfasından alınarak 2003-2015 yılları için analiz yapılmıştır. Analiz sonucunda, devletin sağlamış olduğu katkı payının gelir vergisi matrahından indirimi teşviğinin olumlu bir etki yaptığı, gelir vergisi tevkifatı teşviğinin az da olsa olumlu etki yaptığı ve son teşvik olan %25 devlet katkısının oldukça olumlu bir etki yaptığı sonucuna ulaşılmıştır.

The aim of this thesis is to examine the theoretical background of the private pension system, which is part of the social security system, and to search the effects of government incentives on the private pension system. In other words, it is found out whether the government incentives have positive effets on the ptivate pension system. For this, during the 2001-2013 term, the effects of government incentives on the private pension system are analyzed with the graphical analysis by using number of participants, number of contracts and certificates and amount of total investment as variables. This study consists of four chapters. History, purpose and scope of the private pension system, characteristics of the private pension system, financial supports, institutions, control, operational structure and terms of participation of the private pension system are discussed and government incentives are anlyzed to see whether there are positive effects on private pension system and the results are interpreted. The data used in this study was taken from the website of the Pension Monitoring Center and the anlysis was done for the years of 2003-2015. At the end of the analysis, it is concluded that the government incentives, deduction from the income tax base, income tax witholding and %25 government grants, have positive effects on the private pension system.
