The main aim of this study is to analyse the last wave of health sector reforms (the Health Transformation Program, HTP) in Turkey through the lenses of path dependency theory which basically maintains that once a path is chosen, leaving that path is quite unlikely. It is mainly argued that, the Turkish health system has several manifestations of path dependency in its history, and that, although there are some path-breaking reform measurements in the HTP, still in the overall picture the path-dependent components outweigh the former. Additionally, given that Turkey's EU candidacy is very influential in the several policy domains in Turkey, part of the analysis is devoted to evaluate the impact of the EU on the HTP process, and consequently, it is argued that the overall impact of EU on the Turkish health policy is negligible.
