Özet
Mühimme Defterleri Osmanlı Devletinde Divân-ı Hümayûn görüşmeleri sonunda alınan kararların padişah onayından geçtikten sonra yazılan fermanların suretlerinin kaydedilmesi sonucu oluşmuş defterlerdir. Bu defterlerde eşkıyalık, yerel yöneticilerin görevlerinin kötüye kullanarak halka zulmetmesi ve onlardan zorla vergi toplaması, kişisel sorunlardan kaynaklanan anlaşmazlıklar, vakıf, has, zeamet ve tımar tasarrufu, vergilerin tahsili, idareci, asker ve reayanın mağduriyetleri, iskan meseleleri, seferler için orduya asker,zahire ve asker tedariki, yeniçeri mevâcibleri hususundaki usulsüzlükler ve sair hükümlere rastlamak mümkündür. Tez çalışmamızda Mühimme Defterleri ana kaynak olarak kullanılmış olup Başbakanlık Osmanlı Arşivinde bulunan 989 numaralı Divan-ı Hümayun Kataloğunda 1553-1642 yılları arası mühimme defterleri arasında bulunan toplam 86 defter incelenmiştir. Özetleri mevcut olmayan defterler, taranarak hükümlerin hitap kısmındaki“Kars Beylerbeğine”,“Kars Kadısına”,“Erzurum ve Kars Beylerbeğilerine”,“Kars Sancağında vaki kadılara, kethüdalara ve sair iş erlerine hüküm ki”,“Çıldır Beylerbeğisine hüküm ki”, ibaresi bulunanlar dikkate alınmıştır. Başka bölgelere yazılmış ancak sonunda“Bir Suret Kars Beylerbeğisine”vb. ifadeler taşıyan hükümler de değerlendirilmeye çalışılmıştır. Belgelerde okunamayan kelimeler ? işareti ile, boşluk olan yerler ( ), silik olan yerler ise (silinmiş) olarak gösterilmiştir.

“Mühimme Defters”are registers made up of copies of imperial decrees drafted after the sultan's approval of decisions taken by teh Ottoman Council of Ministers“Divan-ı Hümayûn”. In these registers, it is possible to find decisions on banditry, abuse of power by local officals, forced collection of taxes, disposition of timar, private and feudal lands, the oppression of administrators, soldiers and taxpaying subjets, resettlement issues, endowments, personal disputes and the requisitioning of grain or other supplies as well as conscription during mobilization for campaings. This thesis uses Mühimme Defters as its major source, ,n particular we examined a total of 86 registers found among the Mühimme Defters of 1553-1642 in the catalog no 989 of the Divan-ı Hümayûn at the Ottoman Archives. Browsing through these registers which did not have any summaries any decrees featuring the following type of statement in their header were examined. It is ordered to the "Beylerbeği of Kars, to the Kadı of Kars, to the Beylerbeği of Erzurum and Kars or to the kadıs, kethüdas and other men of affairs serving in the discrict of Kars. Furthermore, decrees which were sent to other districts, but which included an instruction in the footer to send a copy to the Beylerbeği of Kars etc. Were also examined to the extent possible. Indecipherable words in the documents have been marked with ? large spaces with the word ( ) and faded or erased text with the word (silinmiş).
