Özet
Bu tez Türk siyasal hayatında muhalefette iken eleştirilen bazı olguların iktidar döneminde yeniden ortaya çıkması meselesini Demokrat Parti (DP) örneği üzerinden incelemektedir. Tezin temel amacı siyasal aktörlerin muhalefette iken savundukları hürriyet, basın özgürlüğü, seçim güvenliği, siyasal çoğulculuk, meclis denetimi gibi ilkelerin iktidar pratiğinde ne ölçüde sürdürülebildiğini değerlendirmektir. Bu doğrultuda DP dönemi merkeze alınmakla birlikte II. Meşrutiyet, Mütareke, erken Cumhuriyet ve İsmet İnönü'nün Cumhurbaşkanlığı dönemleri tarihsel arka plan olarak ele alınmıştır. Tezde tarihsel-karşılaştırmalı analiz ve belge incelemesi yöntemi kullanılmıştır. Bu kapsamda siyasi parti faaliyetleri, seçim süreçleri, basına yönelik düzenlemeler, muhalefetin konumu, devlet imkânlarının kullanımı, meclis denetiminin sınırlandırılması ve siyasal iktidarın güvenlik gerekçeleriyle başvurduğu uygulamalar incelenmiştir. Tezde ulaşılan temel sonuç Türk siyasal hayatında muhalefetin çoğu zaman demokratik sistemde meşru bir unsur olarak değil, tehdit unsuru olarak algılandığıdır. DP örneği muhalefette savunulan özgürlükçü söylemlerin iktidar koşullarında çoğunlukçu ve baskılayıcı uygulamalara dönüşebildiğini göstermektedir. Bu yönüyle tez Türk siyasal hayatında iktidar değişimlerinin tek başına demokratikleşme unsuru anlamına gelmediği, asıl belirleyici unsurun muhalefetin meşruiyetinin kabul edilmesi ve iktidar gücünün demokratik denetime açık biçimde kullanılması olduğunu ortaya koymaktadır.

ABSTRACT This thesis examines the recurrence of certain phenomena criticized while in opposition during the period of political power, with a particular focus on the Democrat Party (DP) in Turkish political life. The main aim of the thesis is to evaluate the extent to which political actors were able to maintain, in the practice of power, the principles they defended while in opposition, such as liberty, freedom of the press, electoral security, political pluralism and parliamentary oversight. In this regard, while the DP period constitutes the central focus of the study, the Second Constitutional Period, the Armistice Period, the Early Republican Period and the presidency of İsmet İnönü are discussed as historical background. The thesis employs historical-comparative analysis and document review as its main methods. In this context, political party activities, electoral processes, regulations concerning the press, the position of the opposition, the use of state resources, the restriction of parliamentary oversight and practices adopted by political power on security grounds are examined. The main conclusion reached in the thesis is that opposition in Turkish political life has often been perceived not as a legitimate element of the democratic system, but as a source of threat. The DP case demonstrates that liberal discourses defended while in opposition could turn into majoritarian and repressive practices under the conditions of political power. In this respect, the thesis argues that changes in political power alone do not necessarily mean democratization in Turkish political life; rather, the decisive factors are the recognition of the legitimacy of opposition and the use of political power in a manner open to democratic oversight.
