Özet

Bu çalışma, Türkiye'de tarımsal üretimin giderek artan biçimde küresel tedarik zincirlerine (KTZ) entegre olma sürecini, sermayenin küresel ölçekte değerlenmesini, artı-değer aktarımını ve bunun tarımsal üreticiler, kırsal sınıf ilişkileri, sermaye birikimi süreçleri üzerinde yarattığı dönüştürücü etkilerini incelemektedir. Araştırmanın temel iddiası; Türkiye tarımında tohum, gübre ve pestisit gibi kritik girdilerin küresel sermaye tarafından üretilip denetlendiği bir yapıda, hem üreticiyi giderek daha fazla kapitalist üretim ilşkilerine tabi kıldığı ve üreticinin üretim araçları üzerindeki kontrolünü kaybettiği hem de genişleyen yeniden üretim döngüsünün alt halkası olarak ulusötesi sermayeye bağımlı hâle geldiğidir. Bu bağımlılık, yalnızca ekonomik bir dışa bağımlılık ilişkisi olmayıp, üretim sürecinin doğrudan sermayenin ihtiyaçları doğrultusunda yeniden örgütlendiği yapısal bir dönüşümü ifade etmektedir. Bu çalışma, Marksist politik ekonomi yaklaşımını merkezine almakta ve ilk birikim, artı-değer üretimi ve transferi, genişletilmiş yeniden üretim, kriz eğilimleri, mekânsal çözüm ve sınıf ilişkileri gibi temel kavramlar üzerinden tarım sektöründeki küresel dönüşümü araştırmaktadır. Küresel tedarik zincirleri yalnızca ürünlerin dolaşım süreçlerini değil, girdilerin üretiminden tedarikine, finansmanından lojistiğine kadar uzanan çok katmanlı yapısıyla tarımsal birikimin üretim ve dolaşım aşamalarını sermaye lehine yeniden yapılandırmaktadır. Bu bağlamda KTZ'ler, Türkiye tarımının uluslararasılaşmasının en görünür aracı hâline gelmiş; üreticiler piyasaya sadece ürün satarken değil, üretim ve dolaşım sürecinin her bir aşamasında uluslararası sermayeyle doğrudan ilişki kurar hâle gelmiştir. Tez, tarihsel materyalist bir çerçevede kapitalizm öncesi tarımsal düzenin çözülmesinden başlayarak ilk birikim, çitlemeler, toprağın metalaşması (ticarileşmesi) ve rant süreçlerini ele almakta; ardından Fordist tarım, Yeşil Devrim, Neoliberal tarım politikaları, Post-Fordist tarım ve biyomülkiyet rejimlerinin iktisat literatüründe ve Türkiye'de tarımsal üretimi nasıl yeniden kurguladığını irdelemektedir. Bu tarihsel çözümleme, tarım sektöründe üreticinin kullandığı hemen her girdinin ticarileşerek piyasadan satın alınan bir ürüne dönüşmesiyle sonuçlanan yapısal dönüşümü açığa çıkarmaktadır. Çalışma ayrıca IMF, Dünya Bankası, WTO, TRIPS, UPOV, FAO ve OECD gibi uluslararası kurumların tarımda sermaye birikimini kurumsallaştıran politikaları ayrıntılı biçimde değerlendirilmekte; özellikle 1980 sonrası Neoliberal yeniden yapılanma sürecinde Türkiye tarımının dışa açılma, özelleştirme ve ulusötesi şirketleşme ekseninde nasıl dönüştüğü göstermektedir.Tezin son bölümleri, Türkiye'de tohum, gübre ve pestisit piyasalarının yapısını, şirket yoğunlaşmalarını, ithalat bağımlılığını istatistiksel verilerle inceleyerek artı-değerin sınıfsal ve coğrafî aktarım mekanizmalarını ortaya koymaktadır. Bulgular, bu üç temel girdide hem teknoloji hem üretim hem de fiyat oluşumu üzerinde ulusötesi şirketlerin tekelleşmesini ortaya koymaktadır; bu durum, tarımsal üreticilerin karar alma özerkliğini daraltmakta, değer zincirinin kritik halkalarını yabancı sermayenin denetimine açmakta ve tarımsal artı-değerin çevreden merkeze doğru sistematik biçimde aktarılmasına zemin hazırlamaktadır. Sonuç olarak çalışma, Türkiye'de tarımsal üreticilerin küresel tedarik zincirlerine bağımlılığının, kırsal sınıf yapısını dönüştüren, artı-değerin çevreden merkeze aktarımını hızlandıran, üreticiyi kendi üretim araçlarından koparan ve sermayenin küresel anlamda değerlenmesini ve genişlemesini sağlayan yapısal bir süreç olduğunu göstermektedir.

This study examines the process by which agricultural production in Turkey has increasingly become integrated into global supply chains (GSCs), the valorization of capital on a global scale, the transfer of surplus value, and the transformative effects of these dynamics on agricultural producers, rural class relations, and processes of capital accumulation. The central argument of the study is that, within a structure in which critical inputs such as seeds, fertilizers, and pesticides in Turkish agriculture are produced and controlled by global capital, producers are increasingly subjected to capitalist relations of production and lose control over their means of production, while simultaneously becoming dependent on transnational capital as the subordinate link within the circuit of expanded reproduction. This dependency is not merely a relationship of external economic dependency; rather, it represents a structural transformation in which the production process is reorganized directly in line with the needs of capital. This study places the Marxist political economy approach at its core and investigates the global transformation of the agricultural sector through key concepts such as primitive accumulation, surplus-value production and transfer, expanded reproduction, crisis tendencies, spatial fix, and class relations. Global supply chains restructure the production and circulation phases of agricultural accumulation in favor of capital, not only through the circulation of products but also through their multilayered structure extending from the production and procurement of inputs to financing and logistics. In this context, global supply chains have become the most visible instrument of the internationalization of Turkish agriculture; producers have come to establish direct relations with international capital not only when selling their products to the market, but at every stage of the production and circulation process. The dissertation, within a historical materialist framework, examines the processes of primitive accumulation, enclosures, the commodification (commercialization) of land, and rent, beginning with the dissolution of the pre-capitalist agrarian order; it then critically examines how Fordist agriculture, the Green Revolution, neoliberal agricultural policies, post-Fordist agriculture, and bioproperty regimes have reconfigured agricultural production both in the economic literature and in Turkey. This historical examination reveals the structural transformation that has resulted in the commodification of nearly every input used by producers in the agricultural sector, turning them into commodities purchased from the market. The study also provides a detailed assessment of the policies of international institutions such as the IMF, World Bank, WTO, TRIPS, UPOV, FAO, and OECD that institutionalize capital accumulation in agriculture; in particular, it demonstrates how Turkish agriculture has been transformed along the axes of external liberalization, privatization, and transnational corporatization in the neoliberal restructuring process after 1980. The final chapters of the dissertation examine the structure of the seed, fertilizer, and pesticide markets in Turkey, corporate concentration, and import dependency through statistical data, thereby revealing the mechanisms of the class-based and geographical transfer of surplus value. The findings reveal the monopolization of technology, production, and price formation by transnational corporations across these three key inputs; this situation constrains the decision-making autonomy of agricultural producers, subjects the critical nodes of the value chain to the control of foreign capital, and lays the groundwork for the systematic transfer of agricultural surplus value from the periphery to the center. In conclusion, the study demonstrates that the dependence of agricultural producers in Turkey on global supply chains constitutes a structural process that transforms the rural class structure, accelerates the transfer of surplus value from the periphery to the center, separates producers from their own means of production, and enables the global valorization and expansion of capital.
