Özet
ORTA ÖLÇEKLİ BİR İŞLETMEDE ÇEVRE YÖNETİM SİSTEMİ STANDARDI UYGULAMASI ÖZET Çevre yönetim sistemi standardı çok yeni bir standarttır. Ülkemiz koşullarında standartın anlaşılabilmesi için yapılan uygulamaların paylaşılması gerekmektedir. Bu gereklilikten yola çıkılarak orta ölçekli bir işletmede çevre yönetim sisteminin kurulma aşamaları ve sistemin gerekleri, sağladığı avantajlar tezde başlıca ele alman konular olmuştur. Konu ile ilgili kaynakların yetersiz oluşu sistemi kurma aşamasında yaşanan zorlukların artmasına sebep olmuştur. Özellikle ülkemizde girişimci sayısının çokluğu ile paralel olarak orta ölçekli işletme sayısında da artış vardır. ISO 14001 uygulayan işletmelerin bir çoğunun yurt dışı bağlantılı firmalar olması tezin uygulama konusu için seçilen işletmenin uygunluğunu ortaya koymaktadır. Tez konusu olan Eczacıbaşı-Lincoln Electric kuruluşu Kaynak Tekniği San. Ve Tic. A.Ş.'de tezi hazırlayan çevre mühendisinin görevi çevre yönetim sisteminin işletmede kurulabilmesi için gerekli çalışmaların yapılmasıdır. Öncelikle çevre yönetim sistemi eylem planı hazırlanmıştır. Çalışanlar çevre yönetim sistemi ve bu sistemin gereklilikleri hakkında işletme içerisinde eğitim almışlardır. Çevre yönetim sistem standartları Türk Standartları Enstitüsünden temin edilmiştir. Çevre yönetim sistem temsilcisi fabrika üst yönetimi tarafından atanmıştır. Çevre yönetim sisteminin bir gereği olan işletmenin çevre politikası hazırlanmıştır. Bu politika şirket genel müdürü tarafından taahüt edilmiştir. İşletmenin mevcut durum analiz raporu hazırlanmıştır. Bu rapor atık çeşitlerini, bunların miktarlarım, kaynaklarım ve üretim prosesleri, ve benzer konulan içermektedir. Çevre ile ilgili yasal zorunluluklar araştırılmış ve rapor edilmiştir. Bu çalışmaların sonunda çevre yönetim sistem standardı gereklerinden olan çevresel etki envanteri, çevresel amaçlan ve hedefleri oluşturulmuştur. Gerekli konular prosedür olarak dokümante edilmiştir. Böylece çevre mühendisi sistemin kurulma aşamasındaki karşılaşılan problemlerin çözümü konusunda tecrübe kazanmış ve bu tecrübe teze aktanlmaya çalışılmıştır.

APPLICATION OF THE ENVIRONMENTAL MANAGEMENT SYSTEM STANDART IN A MEDIUM SIZED ORGANIZATION SUMMARY Environmental management system standart is a new standart. In our country conditions, we have to share all our applications to understand the whole standarts. Because of this necessity, in a medium sized organization, the main subjects of the thesis are ISO 14001 application steps and system requirements, system advantages, insufficient literature cause to increase the problems we meet while establishing to applicate the system. Especially, in our country, increasing amount of the medium sized organization is parallel to increasing amount of the enterpreneurships. The big amount of companies, which have ISO 14001 applications, connecting with foreign countries shows that the company which is selected for ISO 14001 application is appropriate for this thesis. In the selected company, Eczacıbaşı-Lincoln Electric Corporation Kaynak Tekniği San. Ve Tic. A.Ş., the mission of environmental engineer also who prepared the thesis, is to make applications to establish the ISO 14001 in the company. At first the action plan of the environmental management system was prepared. Workers were taken the internal course, which was mentioned environmental management system standard and its' required. Environmental management system standards were supplied from the Instate of Turkish Standarts. Environmental management system's representative was appointed by the top management of the company. The environmental policy of the company, which was required by the environmental management system standard, was prepared and declared. This policy is undertaken by the general manager. The report of the present situation analyse of the company was perpared. This report includes variety of the wastes, their amounts, their sources, manufacturing processes and similar subjects. Environmental regulations were searched and reported. End of the these studies, environmental affect inventory, environmental objectives and targets were formed. Necessary subjects were documanted as procedures. The engineer is experienced about solution of the problems in establishing the system and this experience is mentioned in the thesis. XI
