Özet

İnşaat projelerindeki gecikmeler küresel inşaat sektörünün en yaygın ve zorlu sorunlarından biri olarak öne çıkmaktadır. Gecikmelerin maliyet üzerindeki olumsuz etkilerinin yanı sıra, sözleşmesel uyuşmazlıklar, itibar kaybı ve kalite düşüşü gibi sonuçları da bulunmaktadır. Özellikle altyapı ve gayrimenkul yatırımlarının ekonomik ve sosyal kalkınmadaki rolü arttıkça, projelerin zamanında tamamlanması daha kritik hale gelmektedir. Bu bağlamda, gecikmeleri azaltmaya yönelik kapsamlı, pratik ve analitik açıdan güçlü stratejilere duyulan ihtiyaç giderek artmaktadır. Bu tez çalışması kapsamında yürütülen literatür analizi sonucunda gecikme nedenleri üzerine çok sayıda çalışma bulunmasına rağmen, söz konusu gecikmeleri azaltmaya yönelik stratejilerin sistematik bir şekilde değerlendirilmesine dair çalışmaların sınırlı sayıda olduğu tespit edilmiştir. Söz konusu boşluğu doldurmak için tez çalışmasının ana amacı, inşaat projelerinde sıklıkla karşılaşılan gecikmelerin etkilerini azaltmaya yönelik stratejilerin, sektör profesyonellerinin farklı bakış açılarını dikkate alarak önceliklendirilmesini sağlayan bir karar destek modeli geliştirmektir. Bu doğrultuda, literatür analizi sonucunda yaygın olarak dikkate alınan gecikme azaltma stratejileri belirlenmiştir. Belirlenen stratejilerin değerlendirilmesinde paydaş farklılıkları dikkate alınmış; proje yöneticileri, planlama mühendisleri, yüklenici firma sahipleri ve kamu denetim mühendisleri olmak üzere dört farklı profesyonel grup analiz kapsamına dahil edilmiştir. Söz konusu gruplardan uzman görüşleri, Bulanık DEMATEL yöntemiyle analiz edilerek her grubun gecikme nedenlerine verdiği ağırlıklar belirlenmiştir. Sonuçlar, paydaş rollerinin gecikme algısı üzerinde önemli etkileri olduğunu ortaya koymuştur. Örneğin, proje yöneticileri kapsamla ilgili sorunları en etkili faktör olarak değerlendirirken, planlama mühendisleri ve yükleniciler kaynak eksikliklerini, kamu mühendisleri ise organizasyonel yetersizlikleri öncelikli nedenler olarak görmüştür. Belirlenen ağırlıklar doğrultusunda stratejiler, Bulanık COCoSo ve Bulanık MAIRCA yöntemleri kullanılarak ayrı ayrı değerlendirilmiş ve gruplara özgü önceliklendirmeler oluşturulmuştur. Her iki yöntemin sonuçlarının tutarlılığı, bulguların güvenilirliğini artırmıştır. Bulgulara göre, kapsamlı tedarik planı hazırlanması, esnek proje yönetim yaklaşımlarının benimsenmesi ve güçlü bir risk yönetimi çerçevesinin uygulanması, tüm gruplarca en etkili stratejiler arasında değerlendirilmiştir. Öte yandan, tedarikçi katılımı ve katı kalite kontrol gibi stratejiler, genel başarıya katkı sağlamakla birlikte, doğrudan gecikme azaltımı açısından daha düşük etkiye sahip olarak görülmüştür. İnşaat projelerinde gecikmeleri azaltmaya yönelik stratejilerin önceliklendirmesi için geliştirilen model hem akademik literatüre katkı sunmakta hem de profesyonel uygulamalarda karar destek aracı olarak kullanılabilecek niteliktedir. Ayrıca, modelin farklı proje koşullarına, bölgesel faktörlere veya mevzuat yapısına uyarlanabilir olması, geniş çapta uygulanabilirliğini artırmaktadır. Sonuç olarak, bu tez çalışması kapsamında, inşaat projelerinde gecikmeleri azaltmaya yönelik stratejilerin sistematik olarak değerlendirilmesini sağlayan bir yaklaşım sunulmaktadır. Geliştirilen model karar vericilerin daha bilinçli ve rasyonel seçimler yapmalarına olanak sağlarken, projelerin zamanında teslim edilme olasılığını artıracağı düşünülmektedir. Gelecekte yapılacak çalışmalar, modeli bölgesel farklılıklarla zenginleştirerek, yapay zeka temelli karar araçlarıyla entegre edebilir veya seçilen stratejilerin uzun vadeli etkilerini değerlendiren vaka analizleriyle genişletebilir.

Construction projects are characterized by high levels of complexity, uncertainty, and interdependence among diverse actors and processes. As a result, delays in project delivery are one of the most persistent and challenging issues faced by the construction industry worldwide. These delays are rarely caused by a single factor; instead, they emerge from a confluence of interrelated issues such as inadequate scheduling, poor risk management, insufficient communication among stakeholders, resource shortages, and external disruptions. Beyond their direct financial impacts, delays often result in contractual disputes, penalties, reputational damage, and reduced project quality, all of which compromise the strategic objectives of the parties involved. The increasing importance of infrastructure and real estate investments in supporting economic and social development makes the timely completion of construction projects more critical than ever. This growing urgency necessitates the development of comprehensive, practical, and analytically sound strategies for reducing delays and improving the reliability of project delivery. Although a significant body of literature exists on the causes of construction delays, relatively fewer studies focus on the systematic evaluation and prioritization of strategies designed to mitigate such delays. Most available works tend to list recommendations without a structured decision-making framework or fail to account for the diverse perspectives of professionals with varying roles and responsibilities within the construction ecosystem. The present thesis addresses this critical gap by developing a fuzzy multi-criteria decision-making (MCDM) model that integrates expert judgment, stakeholder differentiation, and analytical methods to evaluate the relative effectiveness of selected delay mitigation strategies. The core aim is to provide a scientifically grounded, yet practically applicable model that can assist decision-makers in prioritizing actions that align with their project contexts and professional objectives. To that end, twelve delay mitigation strategies were identified through an extensive review of academic and industry sources. These strategies were selected for their prevalence in practice and their potential to address the common underlying causes of delay. Rather than treating these strategies as universally applicable, the thesis adopts a differentiated stakeholder approach to explore how their perceived effectiveness varies across professional groups. Four distinct stakeholder categories were considered: project managers, planning engineers, contractor firm owners, and public-sector control engineers. This differentiation was critical, as each group operates under distinct institutional constraints, responsibilities, and priorities, which influence how they perceive delay causes and solutions. A total of 18 professionals, representing these four groups, participated in the data collection phase. They provided linguistic assessments of six key delay factors, which were then analyzed using the Fuzzy DEMATEL (Decision Making Trial and Evaluation Laboratory) method to determine the cause-effect relationships and weights of these delay sources within each group. The Fuzzy DEMATEL results demonstrated that stakeholder roles significantly influence how delay factors are evaluated. Project managers identified scope-related issues as the most influential, indicating that project definition, scope creep, and changes in design are perceived as major contributors to delays from their viewpoint. In contrast, planning engineers and contractor owners gave the highest importance to resource-related factors, such as labor and material shortages, indicating a greater operational focus. Public control engineers, who operate within regulatory and oversight frameworks, emphasized organizational and managerial deficiencies, such as inefficient supervision and unclear responsibilities, as the most influential delay factors. Meanwhile, external factors, including weather conditions and political instability, and regulatory constraints were generally ranked as less influential across most groups, reflecting a belief that internal management practices offer more direct control over project timelines. These group-specific weightings of delay causes were then utilized in the evaluation of the twelve mitigation strategies using two fuzzy MCDM methods: Fuzzy COCoSo (Combined Compromise Solution) and Fuzzy MAIRCA (Multi-Attributive Ideal-Real Comparative Analysis). These methods provided separate prioritizations of the strategies for each professional group. The consistency of results between the two methods served as a cross-validation tool to enhance the reliability of the findings. The analysis revealed that some strategies, such as the development of a comprehensive procurement plan, the establishment of flexible project management practices, and the implementation of a robust risk management framework, consistently ranked among the most effective across different stakeholder groups. These strategies are seen as directly addressing critical delay causes by improving planning reliability, increasing adaptability to changing circumstances, and proactively managing uncertainty. Conversely, strategies such as supplier engagement and rigid quality control mechanisms were often ranked lower in terms of effectiveness. While these may be essential for overall project success, they were perceived by the participants as having limited immediate impact on delay reduction. Notably, the relative rankings varied meaningfully between groups. Contractor owners prioritized financial planning and technological integration, reflecting their concern for cost control and efficiency. Project managers and planning engineers emphasized flexibility, communication, and structured decision-making processes. Public control engineers focused more on compliance-related factors and continuous training mechanisms, which align with their supervisory and regulatory responsibilities.
