Paper is one of the most significant inventions that has profoundly shaped the course of human history. Accordingly, the issue of paper production carries great importance. Understanding the historical development of traditional paper manufacturing, particularly within the Islamic world and specifically across the Ottoman territories, is essential to grasping the broader trajectory of this medium. Although this topic holds considerable value in the context of cultural and art history, scholarly work on the subject remains limited. Research grounded in archival documents is especially scarce, and this deficiency forms the primary motivation for the present study. This thesis examines the traditional paper mills that operated from the foundation of the Ottoman Empire until the industrialization period following the Tanzimat reforms, the types of paper used during this era, and the bureaucratic institution known as the Kâğıtçıbaşılık, which was directly associated with the papermaking process. The study begins with the emergence of writing and the materials used prior to the invention of paper. It then proceeds to explore the historical development of paper, its spread into the Islamic world and the Ottoman Empire, and the types of paper used in the Ottoman context. Subsequently, the thesis presents a chronological analysis of the paper mills and production processes in Amasya, Istanbul, Bursa, Yalova, and Beykoz. The final section briefly addresses the institution of the Kâğıtçıbaşı and its role within the administrative structure of the Ottoman Empire. In the appendices, examples of archival documents used in the thesis that contribute to the understanding v of the subject and have not appeared in previous studies are presented. The evaluation and conclusion sections present the research findings with meticulous attention to detail.
