Özet
2. Dünya Savaşı sonrasında vatandaşlarının ülke yönetiminde söz sahibi olduğu devlet modelleri arttıkça eski devlet anlayışları terkedilerek yeni sistemler kurulmuştur. Amacı sadece kendi varlığını devam ettirmek veya topraklarını genişletmek olan yönetim anlayışları hızla terkedilerek daha çok kendi vatandaşlarının refahını hedefleyen bu sistemler sonucunda buna farklı şekillerde ulaşmaya çalışan devlet anlayışları da çoğalmıştır. Bu anlayışlar bazı durumlarda toplumun genelinin veya zorda kalan kesimlerinin refahını hedefleyen politikalarla ilerlemişler ve bu da bizlere farklı sosyal refah devleti yaklaşımları kazandırmıştır. Batı toplumlarının orta çağdan kalan sınıf farklılığı anlayışları kapitalizm ile daha kötü bir hal alınca toplum içinde git gide daha zor duruma düşen işçi sınıfının sıkıntılarını çözmek için bu sosyal devlet anlayışının gelişmesinde iki unsur göze batıyor. Demokrasinin yerleşik hale gelmesi ve toplumsal üretimin hızla artması ile toplumlar bu sıkıntıları için artan bir bütçeye sahip olmuşlardır. 1945 Sonrası batı toplumlarında hızla değişen bu durum bize sosyal refah devletinin çıkış noktasını batıdaymış gibi göstermiştir. Bu algının ilk koşulu olan sosyal adaletsizliklerin ve sınıf ayrımlarının batıdan yükseldiği yadsınamaz bir gerçektir. Bununla birlikte Türk-İslam toplumlarında, İslam'ın emirleri ve Türk örf ve adetleri gereği eşitlikçi toplum anlayışı ile toplumun her dönem birbirine destek olarak daha adil ve daha müreffeh bir gelişim sergilediğini görüyoruz. Çalışmamızda batıda ve Türk-İslam toplumlarında farklı gelişim seyri izleyen sosyal refah devleti anlayışını ve sebeplerini inceleyeceğiz. Ve Türk toplumu özelinde bu farklılığa neden olan unsurlara yakından bakacağız. Çalışmamızda, sanayi devrimini 18. Yüzyılda ıskalayan Türk toplumu ve geç gelen sanayileşme ve yanlış devlet politikaları ile uzun bir süre bu toplumsal huzur ortamından uzaklaşmasını ve 21. Yüzyıl başında başlayan bir dalga ile daha müreffeh ve daha adil olma yolunda doğru rotaya girmesini inceleyeceğiz.

After World War II, as state models where citizens had a say in the governance of the country increased, old state concepts were abandoned and new systems were established. Management concepts that aimed only at continuing their own existence or expanding their territory were rapidly abandoned. As a result of these systems that mostly targeted the welfare of their own citizens. State concepts that tried to achieve this in different ways also increased. In some cases, these concepts progressed with policies that targeted the welfare of the general public and in some other targeted the public segment in poverty, and this gave us different social welfare state approaches. When the class difference understandings inherited from the Middle Ages in Western societies became worse in this aspect with capitalism. Two elements stand out in the development of social welfare state concept to solve the problems of the working class. Which was increasingly in a difficult situation in the western society. With the establishment of democracy and the rapid increase in production, societies had an increasing budget for these problems. This rapidly changing situation in Western societies after 1945 may show us that the origin of the social welfare state was in the West. It is an undeniable fact that social injustices and class distinctions presence in that societies -which are the first conditions of this perception- arose from the West. However, in Turkish-Islamic societies, we see that with the egalitarian society approach that is required by the commandments of Islam and Turkish customs and traditions. The society has always supported each other and developed more justly and prosperously. In this study, we will examine the social welfare state approach and its reasons. Which have followed a different development courses in the West and Turkish-Islamic societies. And we will take a closer look at the factors that caused this difference, specifically in Turkish society. In this study, we will examine the Turkish society, which missed the industrial revolution in the 18th century, and its long-term departure from this social peace environment due to late industrialization and wrong state policies. And its entry into the right path towards being more prosperous and more just with a wave that started at the beginning of the 21st century.
