YÜKSEK LİSANS TEZ OZU YEREL YÖNETİMLER VE EKONOMİK ÖNEMİ Bünyamin ÇAKIR İktisat Anabilim Dalı Anadolu Üniversitesi Sosyal Bilimler Enstitüsü Mayıs 2000 Danışman:Yrd.Doç.Dr. Muharrem AFŞAR Yerel yönetimler, kamunun halka en yakın kesimini oluşturan anayasal tüzel kişiliğe sahip demokrasi okullarıdır. Ülkemizde, özellikle 1960'lı yıllarda başlayan hızlı kentleşme süreci, doğal olarak belediyeleri ön plana çıkarmıştır. Yerel yönetimler, mal ve hizmet üretimi, kapital stoku ve istihdam yaratarak iktisadi ve sosyal gelişmeye katkıda bulunurlar. Ayrıca, ekonomik etkinlikleri sonucu önemli dışsal faydalar sağlarlar. Bu çalışmada, yerel yönetimlerin ekonomik önemi, iktisadi ve sosyal gelişmeye katkılan, 1980-1997 yıllan arası veriler ve ekonometrik bazı yöntemler kullanılarak açıklanmaya çalışılmıştır. Bu çalışmanın ilk iki bölümünde, Türkiye'de yerel yönetimlerin mevcut durumu, mali yapıları ve sorunları; üçüncü bölümünde Pareto Optimumu, kaynaklann etkin ve rasyonel kullanımı, dışsal fayda ve zararlar, mal ve hizmet üretimi, kapital stoku, yerel yönetimlerin yatırımlan ve istihdam konuları işlenmiştir. Ülkemizde bir an önce yasal düzenlemelere gidilmeli,“yerinden yönetim ilkesi”esas alınarak, merkez-yerel görev dağılımı yeniden belirlenmeli, yerel yönetimlerin bir an önce iktisadi özerkliğe kavuşturulması amaçlanmalıdır. Aynca bu yönetimler üzerindeki idari vesayet, yerini yargısal, teknik ve demokratik (toplumsal baskı grupları aracılığıyla) denetimlere bırakmalıdır.

ıu ABSTRACT LOCAL ADMINISTRATIONS AND ITS IMPORTANCE Bünyamin Çakır Faculty of Economy Anadolu University Institute of Social Sciences May 2000 Advisor:Yrd.Doç.Dr.Muharrem AFŞAR Local administrations are schools of democracy which have a constitutional juristic characteristic that, is too close to the society.ln our country.the warped and swift urbanization process, caused the municipalities to become fundamental, especially starting from 60's. Local administrations contribute the economic and social development by production of goods and services, capital stock and creation of employment. Moreover, they provide some important external profits by their economical efficiency. In this study, the contribution of local administrations to the economic and social development is defined by using some econometric methods and some data given between 1980-1997. In first two sections of this study, the existing situation of local administrations in Turkey, their financial structure and problems are explained. In third section, the matters of Pareto's Optimum, the rational and efficient use of resources, external profits and damages, production of goods and services, capital stock and the investments and employment of local administrations are defined. In our country some legal regulations have to be made urgently and the local-central distribution of duty legal regulations have to be re-determined; essentially by“Local Management”principle and it has to be intended that, the local administrations must provide an urgent economic autonomy. Also, the managerial executorship on these governings, has to leave its place to judicial, technical and democratic control by (the intemediation of social pressure groups).
