Özet
ÖZET Nüfus artışı, göçler ve hızlı kentleşmeye bağlı olarak önem kazanan ve evrensel boyutlara ulaşan konut sorununun çözümü, giderek güçleşmektedir. Sorunun ekonomik ve sosyal önemi, soruna acil çözümler getirilmesini gerekli kılmaktadır. Ancak ülkemizde yıllardır izlenen politikalar ve alman önlemler soruna kalıcı çözümler getirememiştir. Ülkemizde 1935 yılında başlayan konut kooperatifçiliği, özellikle dar gelirli kesimin konut gereksiniminin karşılanması için bir umut oluşturmuştur. Konut sorunun çözümü için yürürlüğe konan, 2487 ve 2985 sayılı Toplu Konut Yasaları, konut kooperatifçiliğini başlangıçta canlandırmıştır. Ancak daha sonraki dönemlerde yasalardan umulan basan elde edilememiştir. Konut sorununun çözümünde ülkemizde konut kooperatiflerinin yanı sıra belediyeler ve Toplu Konut İdaresi, izlenen konut politikalarının temelini oluşturmuştur. 1992 yılında Toplu Konut İdaresi tarafından yürürlüğe konan ve Toplu Konut İdaresi, belediyeler, bankalar ve konut yapımcılarının (özellikle kooperatifler) işbirliğini öngören yönetmelik, konut sorununa bütün olarak yaklaşan bir sistem oluşturmuştur.

ABSTRACT Hossing problem which gains more important and universal dimensions due to growing population, migration and rapid urbanization has become very difficult to solve. The realization of the social and economic importance of housing sector has forced the authorities to search drastic solutions for the problem. So, various policies have been followed at different periods. Yet, since those policies have been ineffective to solve the problem. Housing cooperatives which started to take place in 1935 became a hope for low income families to solve their housing problem. The articles of the law 2487 and 2985 which were taken into action to solve housing problem. At first they contributed to housing cooperatives. But, in the next terms they couldn't succeed as much as they hoped. In addition to the housing cooperatives; municipalities and the directorate of Cooperative housing have been foundation for following housing policies to solve the problem. The statute of related law which has been in force since 1992 by the directorate of housing which includes the directorate of housing, municipalities, Banks and House builders (Especially Cooperatives) to work together is formed a system to aproach housing problem as a whole.
