SUMMARY To be able to adapt the developments that humanity carry out in the era of knowledge explosion is possible only with education. With the 8 years obligatory basic education, which took years to realise in our country, it will be easier to grasp the necessities of the era they live in. In addition to that, after te eştension of obliga tory basic education from 5 to 8 years, students will be able to solve the problems eas ily that individuals confronted or are going to confront in daily life with using the knowledge and talents acquired in primary education. 8 years obligatory basic education including 6-14 age group provides citizens to gain the principal qualifiednesses to solve individual and social problems and to fit the values of society and to be productive and thrifty. Primary education constitutes the first grade in the education. For this reason, superiority of the education in primary schools heightens the success in the subse quent levels. The cosmos of the research is primary schools in the central districts of Ankara province. The sampling is consumed from sixty nine managers and three hundred eighty three teachers working in primary schools in the centeral districts of Ankara. For reaching research goals a pool prepared by researcher has been carried out to the managers and teachers. With the pool related questions have been asked to determine legal changes in primary schools, management, curriculums, guidance ser* vices, school business management, personnel and student services, qualities of the teachers and inspection problems. Kay square test has been applied to the answers. The percentage and frequency calculations for every opinion have been done. Findings have been interpreted with the tables. 116
