Özet
02. Özet Bu çalışmamızda, öğretmenevlerinin kuruluşu, işleyişi ve statüsü ele alınarak bütün yönleriyle incelenmiş olup; aksayan ve eksik işleyen yönleri tespit edilmiştir. öğretmenevlerinin yeni statüsünü belirlemek için gayret sarfedildiği gözden uzak tutulmayarak yeni sistem önerisi ile ortaya çıkılmıştır. Bu maksatla; hukuki ve işletme yapısı bakımından KİT'lere benzeyen öğretmenevlerini“sisteme kavuşturma”yaklaşımıyla hareket edilmiştir. öğretmenevi işletmelerinde; verim ve kalitenin yükseltilebilmesi için performans yönetimi sistematikleştirilerek verimin arttırılması sayesinde verimli ve etkin olmanın yolu savunulmuştur. öğretmenevlerinde yapılamayan“iş etüdü, kadro planlaması, verimlilik açısından işletmenin durumu, planlama, maliyet muhasebesi”gibi konular hakkında yönlendirilmenin gerekliliğine işaret edilmiş, önerilen sistem sayesinde öğretmenevlerinin daha etkin ve verimli olacağı, neticenin alınabilmesi için performans yönetimi ve toplam kalite yönetimine ihtiyaç duyulduğu tespit edilmiştir. önerilen sistemin teorik bilgileri bilimin verileriyle desteklenmiştir. Modern işletme olabilmenin temel şartlan ele alınırken yeniden yapılanma çalışmalarına yardımcı olma amaç güdülmüş ve genel bilgilerin değerlendirilmesinden faydalanmanın gereğine işaret edilmiştir. Henüz statüsü ve işletme şekli net olamayan öğretmenevlerinin yapılanmasına katkı sağlamak çalışmamızın asıl amacıdır. IX

03. Summary In our study we've brought up the foundation function and status of the teachers's houses, examining them with all aspects and confirming their failures and lacks. Not neglecting that lots of effort was made in order to point out the new status of the teacher's house, a new system was put forward. For this reason the teacher's houses which are similar to state Economic Institute from legal and functional points of view were begun to move in the approach of“bringing together to system”. In the running of the teache's houses, in order to rise the quality and profit, the general knowledge was given as well as the description of performance; the management of performance was systematized and owing to this, the way to be profitable and efficient was agreed. It was pointed out that they need have been directed towards the subjects, such as the business management, the planing of staff, the position of working from profitable point of view, planing and the accounts of cost, and it was accepted that the teacher's houses should be more efficient and profitable thanks to the system that was suggested, and the management of performance and total quality were needed so as to get good result. The theoretical knowledge of the system which was suggested, was supported by scientific data. While the main conditions to be a modern enterprise were examined, it was aimed to help the effort of reconstruction and it was stated that they had to make use of the general knowledge.
