1 öz ANKARA'DAKİ DEVLET İLKÖĞRETİM OKULLARINDA İNGİLİZCE ÖĞRETMENLİĞİ YAPAN ÖĞRETMENLERİN ÖĞRETİM İLE İLGİLİ PROBLEMLERİ ÜZERİNE BİR ÇALIŞMA Piyade, Zeynep Göknil Doktora, Eğitim Bilimleri Bölümü Tez Yöneticisi: Prof. Dr. Fersun Paykoç Eylül 2000, 408 sayfa Bu çalışmanın amacı, devlet ilköğretim okullarında İngilizce öğretmenliği yapan öğretmenlerin mesleki yeterlilikleri ile ilgili sorunlarını ve nedenlerini belirlemek, bunların Türkiye'de İngilizce öğretiminin diğer yönleri ile ilişkilerini ortaya çıkarmak ve hizmet öncesi öğretmen eğitimi ile ilişkili doğurgularını belirleyerek bu sorunların giderilmesi amacı ile hizmet içi eğitim programlarının geliştirmesine yönelik bir takım önerilerde bulunmaktır. Bu çalışmanın örneklemi devlet ilköğretim okullarında görev yapan 42 İngilizce öğretmeni, bu öğretmenlerin 20 öğrencisi, Ankara İl Milli Eğitim Müdürlüğünde görev yapan 6 ilköğretim müfettişi ve İngiliz Dili Öğretmenliği, hizmet öncesi öğretmen eğitimi ve hizmet içi öğretmen eğitimi alanları ile ilgili 7 uzmandan oluşmaktadır.Bu çalışmada yararlanılan veriler, 'nitel araştırma' yöntem ve teknikleri kullanılarak, 'anket', 'görüşme', 'gözlem' ve orijinal belgeler aracılığı ile toplanıp, 'içerik analizi' tekniği uygulanarak değerlendirilmiştir. Bu çalışmanın sonuçlarına göre, öğretmenlerin aşağıdaki alanlarda sorunları olduğu belirlenmiştir:. Öğretmen merkezli yöntem ve tekniklere bağlılıkları. Etkili İngilizce öğretim yöntem ve teknikleri bilgisi. Materyal seçimi. Teorik bilgilerin ve iletişimsel yöntem, teknik ve aktivitelerin uygulaması. Kişisel gelişime, öğrenci motivasyonuna ve öğrencilerin görüşlerine, gereksinimlerine, öğrenme stillerine, tutumlarına ve tercihlerine verilen önem. Eğitim teknolojisinin kullanımı. Çocuk psikolojisini tanıma. Sınıf yönetiminde kullanılan stratejiler Etkili öğretmen eğitiminin gerçekleşmesi için hem hizmet öncesi hem de hizmet içi öğretmen yetiştirme süreçlerinin bir devamlılık içinde geliştirilmesine gerek duyulduğu ve öğretmenlerin kişisel gelişime özendirilmeleri amacı ile bir öğretmen ödüllendirme yönteminin geliştirilmesine gereksinim olduğu ortaya çıkmıştır.

ABSTRACT A STUDY ON THE PROBLEMS OF TEACHERS IN TEACHING ENGLISH IN PUBLIC PRIMARY SCHOOLS IN ANKARA Piyade, Zeynep Göknil Ph.D., Department of Educational Sciences Supervisor: Prof. Dr. Fersun Paykoç September 2000, 408 pages The purpose of this study was to determine the problems of English language teachers in public primary schools in relation to their professional proficiency, discover the reasons for these problems and their relationships to other aspects of the English language teaching phenomenon in Turkey and the implications of the problems regarding pre-service teacher training while making suggestions towards the development of in-service training programs designed to overcome these problems. The subjects of the study included 42 teachers of English from public primary schools, 20 of their students, 6 inspectors from the provincial office of the Ministry of National Education in Ankara and 7 experts on English Language Teaching, pre-service and in-service teacher training. IllThe data was collected using qualitative research methods and techniques, through opinionnaires, interviews, observations and authentic documents and analyzed using content analysis. The results of the study revealed that the teachers' had problems in the following areas: Their attachment to teacher-centered methods and techniques Knowledge of effective English Language Teaching methods and techniques Choice of materials Application of theoretical knowledge and communicative methods, techniques and activities Importance given to self-development, learner motivation and learners' opinions, needs, learning styles, attitudes and preferences Use of educational technology Awareness of child psychology Strategies for classroom management It was found that both the pre-service and in-service teacher training processes needed to be improved for effective teacher training to take place and a teacher appraisal scheme was needed to motivate teachers towards self-development. ^
