Özet
Bu araştırmanın amacı, İstanbul'daki yerel yönetimlerin (belediyeler) engelli bireylere sunduğu dil ve konuşma terapisi hizmetlerinin mevcut durumunu incelemek ve bu hizmetlerin iyileştirilmesi için önerilerde bulunmaktır. Araştırmaya İstanbul'daki yerel yönetimlere bağlı erişilebilirlik merkezlerinde çalışan 9 dil ve konuşma terapisti katılmıştır. Veriler, yarı yapılandırılmış görüşme formu kullanılarak yüz yüze toplanmıştır. Görüşme formu, terapistlerin hizmet süreçlerini, karşılaştıkları sorunları ve önerilerini detaylı bir şekilde ele almak amacıyla oluşturulan altı açık uçlu sorudan oluşmaktadır. Toplanan veriler, tematik analiz yöntemi kullanılarak incelenmiştir. Analizler sonucunda, kurumun genel işleyişi, merkezin genel hedefleri, dil ve konuşma terapistlerinin hizmetteki rolü ve önemi, ailelerin eğitime tutumları, hizmetin kalitesini arttırmaya yönelik öneriler başlıklarıyla 5 tema ve bu temalara ait 13 alt tema elde edilmiştir. Araştırma bulguları, kurumların farklı işleyiş mekanizmalarına sahip olduğunu göstermiştir. Disiplinler arası iş birliğinin bazı kurumlarda etkin sağlandığı, bazı kurumlarda fiziksel koşullar nedeniyle sağlanamadığı görülmüştür. Ailelerin terapi sürecine katılımının, çocuk gelişimine olumlu katkı sağladığı düşünülürken sosyoekonomik durumlarına göre ailelerin tutumlarının değiştiği görülmektedir. DKT hizmetlerinde uzun bekleme süreleri ve servis eksiklikleri görülmüştür. Terapistlerin önerileri arasında daha fazla terapist istihdamı, seans sürelerinin uzatılması, materyal ve oda düzenlemeleri, aile eğitimi ve düzenli denetimler bulunmaktadır. Yerel yönetimlerin bu hizmetlerin etkinliğini artırmak için daha fazla kaynak ayırması gerektiği düşünülmektedir.

The aim of this study is to examine the current state of speech and language therapy services provided by local governments (municipalities) in Istanbul to disabled individuals and to offer recommendations for improving these services. Nine speech and language therapists working in accessibility centers affiliated with local governments in Istanbul participated in the study. Data were collected face-to-face using a semi-structured interview form. The interview form consists of six open-ended questions designed to address the service processes, the issues therapists encounter, and their recommendations in detail. The collected data were analyzed using thematic analysis. As a result of the analyses, five themes and thirteen sub-themes related to these themes were identified under the headings of the institution's overall operation, the general objectives of the center, the role and importance of speech and language therapists in the service, the attitudes of families towards education, and suggestions for improving service quality. The findings of the study showed that institutions have different operating mechanisms. It was observed that interdisciplinary collaboration is effectively ensured in some institutions, while in others, it is not due to physical conditions. It was also noted that family participation in the therapy process positively contributes to child development, but families' attitudes vary according to their socioeconomic status. Long waiting times and service deficiencies were noted in speech and language therapy services. The therapists' recommendations included employing more therapists, extending session durations, arranging materials and rooms, providing family education, and conducting regular audits. It is considered that local governments should allocate more resources to increase the effectiveness of these services.
