Özet
ÖZET Ülkemizde politik yozlaşmanın denetimiyle doğrudan görevli bir kurum mevcut değildir.Politik yozlaşmanın yargı denetiminde mevcut mahkemeler, politik yozlaşma ile ilgili suçlara görev ve yetki alanları dahilindeki diğer adli olaylar gibi bakmaktadır. Yürütme denetimi ise“İç Denetim”(Hiyerarşik Denetim),“Dış Denetim”(Vesayet Denetimi) ve“Özel Denetim”(Sayıştay,Devlet Denetleme Kurulu ve Başbakanlık Yüksek Denetleme Kurulunun denetimi) yoluyla sağlanmaktadır. Yasama Denetimi ise T.B.M.M. tarafından yapılmaktadır. Meclis denetim yollan, miUetvekillerinin Meclis'e“Soru”sorması,“Genel Görüşme”,“Meclis Araştırması”ve“Meclis Soruşturması”istemeleri suretiyle yapılmaktadır. Tez çalışmamızda bu denetim yollarının en önemlilerinden biri olan Meslis Araştırması yoluyla politik yozlaşmanın denetlenmesinde ne derece etkili olunduğu ortaya konulmaya çalışılmıştır. Çalışmamızda öncelikle politik yozlaşmanın türleri ve sınıflandırması ile Türkiye'deki denetim yollan belirtildikten sonra, Meclis Denetim Yollan'ndan, Meclis Araştırması'nın hukuki dayanağı, türleri,araştırmanın yürütülmesi, araştırma isteminin konusu ve kapsamı, araştırma önergesinin görüşülmesi, araştırma komisyonlarının oluşturulması ve çalışması, komisyonun yetkileri ve komisyon raporunun hazırlanma süreci açıklandıktan sonra T.B.M.M.19. Dönemine ait politik yozlaşma konusunda verilen araştırma önergeleri ile bunların sonuçlan araştırılmıştır. Bu dönemde T.B.M.M.' ne verilen toplam önerge sayılan, bunların ne kadarının politik yozlaşma ile ilgili olduğu, bunların hangi yozlaşma türlerine girdiği, Meclis tarafından ne kadarının öngörüşmesi yapılarak, komisyon toplanmasına kararverildiği, ne kadarının red edildiği, kurulan komisyonlar içinde ne kadarının raporlarını tamamlayarak görüşmesinin yapıldığı, bunlar içinde politik yozlaşma ile ilgili önerge sayısı ve bunların sonuçlanma oranlan incelenmiş ve çalışma bir sonuç değerlendirmesi ile sonlandınlmıştır.

ABSTRACT SUPERVISION OF POLITICAL CORRUPTION THROUGH PARLIAMENTARY INQUIRY In our country there is not institute directly in charged with the supervision of political corruption. The existing courts under the supervision of juridical administration, consider the crimes related with political corruption as other juridical events within their field of juridiction. Supervision of execution is provided through“Internal Supervision”(hierarchic supervision),“External Supervision”(trustee supervision) and“Special Supervision”(The supervision of The Supreme Council of Public Accounts, State Supervision Board and The Supreme Supervision of Prime Ministry). The Supervision of Legisletion is carried out by the Grand National Assambly of Turkey. Parliamentary supervision is carried out through parliamentarians asking“Question”to the Assambly,“General Discussion”,“Parliamentary Inquiry”claim.In our thesis study, it has been tried to put forward how effective was the parliament in the supervision of political corruption through Parliamentary Inquiry, which is one of the most important ways of these supervision ways. In our study, after it has been mdicated the types of political corruption with priority, and its classification together with the supervision ways in Turkey, it has been clarified the legislative basis, types of Parliamentary Inquiry which is one of the ways of supervision of the National Assembly, execution of the research, the subject and scope a research claim, discussion of research proposal, the constitution and study of research commission, the authorization of the commission and the preparation process of research commission report; later on the research proposals, given on political corruption at the 19th Term of The Grand National Assembly of Turkey and their results were researched.The total number of proposals given to the Grand National Assembly of Turkey in this term, how many of these proposals were related with political corruptions, which corruption types were pre-discussed in the Assembly and decision be ruled for the convention of commission how many of them were rejected, among the commissions constituted, how many completed their reports and discussed in the Assembly, the number of proposals related with political corruption a many them and their conclusion ratios were examined and the study was concluded with a result evaluation.
