Özet
ÖZET Yöneticilerin ve her seviyedeki kullanıcıların doğru karan en kısa zamanda vermelerine destek sağlayan Yönetim Bilişim Sistemleri (YBS) organizasyon yapışım ve işletme proseslerini bilgi tabanlı bir yapıya dönüştürür. Organizasyonun her aşamasında en önemli kaynak olan bilgi, doğru olarak işlenerek, doğru zamanda, eksiksiz ve her seviyedeki kullanıcıya uygun biçimde, bilişim teknolojileri desteğinde eriştirilir. Günümüzde işletmeler bilgiye en hızlı erişmek ve bu bilgiyi oyun teorisi bütünlüğünde işletme çıkartan doğrultusunda kullanmak amacıyla YBS'yi kurma çabasındadırlar. Bilgi iletişiminin verimliliğini arttıran YBS'nin kuruluşunda organizasyon yapısının ve işletme prosesjerinin yeniden tasanmlanması gerekir. Stratejik bir plan doğrultusunda ve sistem geliştirme bütünlüğünde gerçekleştirilen YBS kuruluş proseslerinin ilk adımı olan sistem analizi, kullanıcı ihtiyaçlanmn belirlenmesine yöneliktir. Stratejik planlamada belirlenen hedefler ve sistem analizi neticesinde ortaya çıkan kullanıcı ihtiyaçlan doğrultusunda, organizasyon yapısı ve işletme prosesleri yeniden tasanmlarur. YBS'nin tasanmlanması, hem teknik hem de sosyal açıdan sistem analizi bilgilerinin değerlendirilmesini gerektiren bir prosestir. YBS'nin üç temel bileşeni olan organizasyon, bilişim teknolojileri ve yönetim bütünleşik bir yapıda tasarımlanır. Bilginin organizasyon içinde insan düşünceleri kadar hızlı ve kolay dolaşmasını sağlayacak bilişim teknolojileri kurumsal ağ yapısı ile birlikte tasanmlanarak bilgi iletişimi gücü arttınlır. Intranet ve extranet yapıda kurumsal ağ ile herhangi bir bilgiye zaman, içerik, yer ve veri tabam kısıdı olmaksızın ulaşılabilir. YBS'nin bu özelliklerde kurulması amacıyla programlama yapılır ve YBS kuruluşu test edilir. Test etme sonucunda karşılaşılan sorunlar giderilerek YBS'nin uygulanmasına geçilir. Bu çalışmada YBS'nin kuruluş aşamasında gerçekleştirilen prosesler ve uygulamada karşılaşılan sorunlar incelenmiştir.

ABSTRACT Management Information Systems (MIS), which help managers and users at all levels in making decision truly and quickly, converts the organization structure and the business processes into a information-based structure. Information, the most important source at the every level of the organization, is given by the aid of the information technologies, on the right time, completely and in a suitable manner to the users at every level. Nowadays, businesses are in an effort to design management information systems to obtain the information as quick as possible and to use this information for the business interest, by integrating it with the game theory. For building management information systems, which are increasing the productivity of information communication, the organization structure and business processes must be redesigned. The first step, system analysis, of the MIS building processes, which are being realized by the usage of the strategic plan and the system development, is for the users' necessities. The organization structure and the business processes are redesigned, in an accordance with the targets, which are determined in the strategic planning, and the users' necessities emerging from system analysis. The designing of MIS is a process that asks for the evaluation of the the system analysis informations technically and socially. The three basic elements of the MIS, organization, information technologies and management, are designed in an integrated structure. By designing the information technologies, which are providing the possibility that the information can flow within the organization as quick and easy as human thought, together with the enterprise network structure, information communication power is raised. Any information can be obtained with no constraint on time, content, place and database by the enterprise network structure with intranet and extranet. Programming is done in an effort to build MIS with this qualifications and the building of MIS is tested. After the solution of the problems encountered during the testing stage, it is the time for the implementation of MIS.4 In this study, the processes realized during the building stage of MIS and problems encountered in the implementing stage are evaluated.
