ABSTRACT This study addresses the question“How aid-NGOs influence international politics through their impact on state policies?”. It concentrates on NGOs in general, and on aid-NGOs in particular. It also includes a case study on Oxfam which is a very influential organization in Britian's politics, as well as in international politics in general. The study follows a perspective which defines the role of aid-NGOs in terms of their relations with states. Since the mid-1970s, NGOs have started to increase their weight in international politics; developmentalists, human rights advocates, gender activists, groups of indigenous peoples and representatives of other defined interests have become active in political work formerly confined only to states. This process has gained momentum with the end of the Cold War, which raised low politics higher on the international agenda which was formerly dominated by Cold War politics. On these issues, NGOs have had already developed relevant policies, and they had greater access to policy-makers. Thus, NGOs increased their opportunity to have influence on world politics regarding these issues. Another parallel process was the change that the role of aid-NGOs has gone through. Traditionally, they were recognized as having the role of service delivery agents, however they have increasingly become committed to values such as social justice and change, thus assuming a transformative role.
