Özet
Osmanlı İmparatorluğu'nun modernleşme serüveni, neticede Osmanlı'da aydın zümreyi tarih sahnesine çıkaran bir süreç olmuştur. Modernleşmeyi zorunluluk olarak deneyimleyen Osmanlı devleti, modernleşmeyi hızlandırmak ve geri kalmışlığın üstesinden gelebilmek adına yüzünü Batıya çevirerek, modernleşme deneyimini Batılılaşma olarak tecrübe etmiştir. Modernleşme cereyanı başladığında ise merkezileşmeye büyük bir önem atfedilmiş, merkezileşmeyi tesis edecek olan bürokrasi güçlendirilmiştir. Gerileme döneminin önüne geçebilmek ve modernleşme maksadıyla Batının kültürüne erişebilmek adına bir aydın zümreye ihtiyaç duyulmuştur. Bu ihtiyacı karşılamak adına eğitimli bir kadro olan memur-bürokrat bir sınıf tesis edilmiştir.“Osmanlı aydını”olarak addedilecek olan bu sınıf, modernleşme hamlelerinde devletin bekasını sağlama maksadı ile reformist bir tavırla yüzünü Batıya dönmüş, felsefi ve entelektüel tefekküre mesafeli oluşu ile öznel bir modernleşme tecrübesi sağlayamamıştır. Öznel bir modernleşme tecrübesine sahip olmayan Osmanlı'nın bu dönemde devlet tarafından tesis ettiği aydın zümre de otonom bir kimliğe sahip olamamış, modernleşmeyi faydacı ve araçsalcı bir tutumla gerçekleştirmeye çalışmış,“aydın”ve“entelektüel”kavramlarının ihtiva ettiği özellikleri sergilememiştir. Ekserisini memur ve bürokratların oluşturduğu Osmanlı aydın zümresi, devletin bekasının tesisi için reformist bir tavırla faaliyet sergileyen bir bürokratik apparatus özelliği teşkil eder.

The modernization project of the Ottoman Empire was a period that presented the Ottoman group of intellectuals entering the stage of history after all. The Ottoman State, experiencing modernization as an obligation, acquired modernization as Westernization by turning its face towards the West so as to accelerate modernization and overcome its underdevelopment. When the flows of modernization started, the emphasis came to be on centralization of the state and the bureaucracy was consolidated in order to establish it. A group of intellectuals became a requirement both for modernization and to put a halt to the period of decline. A class of educated officials-bureaucrats was constituted for this end. This class that can be regarded as of the“Ottoman intellectual”turned to the West, bearing a reformist attitude in attempts of modernization for the purpose of assuring the continuity of the state. None the less, they could not lead to a subjective modernization due to a lack of serious contemplation. The group of intellectuals constituted by the Ottoman State, devoid of a subjective modernization experience, could not take on an autonomous identity. Moreover, they tried to realize modernization with a pragmatic and instrumentalist perspective and therefore, they could not perform what the conceptualizations of the“intellectual”embodied per se. The group of Ottoman intellectuals, mostly composed of civil servants and bureaucrats, served as a bureaucratic apparatus that acted on a reformist attitude for the continuity of the state.
