Özet
Amaç: Son yıllarda kıt kaynakların giderek tükenmesi, sürdürülebilir bir ekonomik sistemin pek çok sektörün sürdürülebilirliğine bağlı olduğunu göstermiştir. Özellikle çevre, sağlık ve ekonomi ile yakın ilişki içinde olan medikal turizm sektörü ülkelerin stratejik eylem planlarına girecek kadar önemli bir endüstri haline gelmiştir. Böylesi önemli olan bir endüstrinin sürdürülebilir kalkınma hedefleri ile uyumlu bir şekilde büyümesi ülke ekonomilerine katkı yapacaktır. Bu katkının ortaya konulması ve medikal turizm ile ilgili yapılacak politikalar için kanıta dayalı verinin sunulması bu tezin amacını oluşturmaktadır. Gereç ve Yöntem: STATA 14 paket programı ile Arellano ve Bover/ Blundell ve Bond'un Çift Aşamalı Sistem Genelleştirilmiş Momentler Yöntemi kullanılarak veriler analiz edilmiştir. Çalışma medikal turizm endeksinde yer alan 46 ülkeden 2014-2020 yıllarında kayıp verisi olmayan gelişmiş ve gelişmekte olan 34 ülke ile yürütülmüştür. Bulgular: Açlığa son, sudaki yaşam ve karasal yaşam gibi sürdürülebilir kalkınma hedefleri medikal turizmi negatif yönde etkilemiştir. Öte yandan nitelikli eğitim, cinsiyet eşitliği, temiz su ve sanitasyon, sanayi, yenilikçilik ve altyapı, sürdürülebilir şehirler ve topluluklar, sorumlu tüketim ve üretim ile iklim eylemi gibi sürdürülebilir kalkınma hedefleri ise medikal turizmi olumlu yönde etkilemiştir. Yoksulluğa son, sağlıklı ve kaliteli yaşam, erişilebilir ve temiz enerji, insana yakışır iş ve ekonomik büyüme, eşitsizliklerin azaltılması, barış, adalet ve güçlü kurumlar ile amaçlar için ortaklıklar gibi sürdürülebilir kalkınma hedeflerinin medikal turizm üzerindeki etkileri nötr olmasına karşın kıta, ülke ve gelişmişlik seviyesine göre bu etkinin yönü ve kuvveti değişmektedir. Sonuç: Sürdürülebilir kalkınma hedeflerinin başarılması ile medikal turizm endüstrisi gelişecek ve bu gelişim ise ülke ekonomilerine katkı yapacaktır.

Aim: The gradual depletion of scarce resources in recent years has shown that a sustainable economic system depends on the sustainability of many sectors. In particular, the medical tourism sector, which is in close relationship with the environment, health and economy, has become an industry so important that it is included in the strategic action plans of the countries. The growth of such an important industry in line with sustainable development goals will contribute to the national economy. The purpose of this thesis is to reveal this contribution and present evidence-based data for the policies to be made about medical tourism. Materials and Methods: The data were analyzed using the Two-Step System Generalized Moments Method of Arellano and Bover/Blundell and Bond with the STATA 14 package program. The study was conducted with 34 developed and developing countries that did not have missing data in the years 2014-2020 from 46 countries included in the medical tourism index. Results: Sustainable development goals such as zero hunger, life below water and life on land have negatively affected medical tourism. On the other hand, sustainable development goals such as quality education, gender equality, clean water and sanitation, industry, innovation and infrastructure, sustainable cities and communities, responsible consumption and production, and climate action have positively affected medical tourism. Sustainable development goals, such as no poverty, good health and well-being, affordable and clean energy, decent work and economic growth, reduced inequalities, peace, justice, and partnerships for he goals have no effect on medical tourism. However, the direction and strength of this neutral effect change with the continent, country and development level. Conclusion: With the achievement of sustainable development goals, the medical tourism industry will develop and this development will contribute to the country's economy.
