Özet
ÖZET Kısıtlı doğal kaynakların en verimli biçimde ürüne dönüşmesi ve bu ürünlerin gerekli tüketim noktalarında istenilen kişilere, istenilen yerde ve istenilen anda ulaştırılması önemlilik açısından eşdeğerliiik arzetmektedir. Bu sistem içerisinde herhangi bir faktörün aksaması, hem sistemi hem de sistemden yararlananları olumsuz yönde etkileyecektir. Amaç eğer bu sistemi daha verimli bir şekilde işletmekse, o zaman dikkat edilmesi gereken bir nokta da malın sağlıklı bir şekilde taşınmasıdır. Ülkemiz stratejik konumu itibari ile her türlü -hava, kara, deniz- taşıma faaliyetlerine elverişli olmasına rağmen, genel tercihimiz karayolu üzerine yoğunlaşmıştır. Bugün, Türkiye ihracatının büyük bir bölümü karayolu taşımacılığı ile yapılmaktadır. Dış ticarette rekabet edebilmek için ülkelerin üzerinde dikkatle durdukları bir konu olan Uluslararası Karayolu Taşımacılığı ülkemizde pekçok sorunla karşı karşıyadır. Gümrük Birliği ile artan rekabet ortamında ayakta kalabilmek için taşımacılar bu sorunlar karşısında önemle durmaktadır. Ancak sadece taşımacıların çabasıyla değil Avrupa Birliği'ne uyum aşamasında hem hava kargo taşımacılığında hem de karayolu taşımacılığında devlet desteği gerekmektedir. Sektörün en temel sorunu mevzuat boşluklarıdır. Değişen bir ithalat - ihracat rejimi dolayısıyla da gümrük mevzuatı taşımacılığı etkilemektedir. Bu yüzden giderek gelişen dış ticaretimize ve uluslararası taşımacılık sektörüne ket vurmayacak AB ile uyumlu bir mevzuatın yürürlüğe girmesi, ayrıca AB'nin çok önem verdiği çevrecilik hareketleri doğrultusunda doğaya daha az zarar verecek taşıma şekilleri planlanması gerekmektedir.

ABSTRACT In the system of production, changing the limited natural resources to a product and to make this product be in the right place, on the right time, with the people who demands it, has the same importance. If one of the factors in this system goes wrong, this will affect the whole system and the people who makes use of this system negatively. In order to have a productive system, we must take into consideration the transportation of the goods. Although the strategic location of our country enables us to use different types of transportations like land, air and sea at the same time, the general preference is the land transportation. Today, the biggest part of our export is made with the land transportation. In order to compete perfectly in International Trade, International Land Transportation must become the most important subject of all the countries. But in our country, International Land Transportation faces various problems. The competitive market situations of Customs Union forces the transporters to find the best solutions to these problems. Regarding European Union Policies, the harmonization stage requires the support of the government and the efforts of the transporters will not be enough. The basic problem of the sector is the gaps in the regulations. The changes in the import - export regulations requires a different customs regulation and tis directly affects International Land Transportation and the transporters. The government should urgently make the necessary regulations regarding the harmonization and the environmental factors of European Union.
