Özet
96 ÖZET Günümüzde işletmelerin amaçlan sürekli değişmekte ve artmaktadır. İşletmeler amaçlarını ; üretim, pazarlama, finansman gibi fonksiyonlardan oluşan iç çevrelerinin ve müşteriler, bankalar, ortaklar, rakipler gibi faktörlerden oluşan dış çevrelerinin etkisi altında kalarak belirlemektedirler. İşletme fonksiyonlarından olan üretim yönetimi işletme ve tüketici amaçlarına uygun olarak üretimi yönlendirir. Üretim yönetimi istenilen zamanda, miktarda, kalitede ve düşük maliyetle üretim yapılabilmesi için üretim planlaması yapar. İç çevre ile uyumlu ve dış çevrenin etkilerini göz önüne alan üretim planlaması yapılır. İşletme amaçlan sadece kâr maksimizasyonu veya maliyet minimizasyonu ile sınırlı değildir. İşletmeler aynı anda işgücünden en iyi şekilde faydalanma, belirlediği üründen istediği kadar üretmek, makine kapasitesinin tam kullanımı, belirlenen kâr düzeyine ulaşmak, belirli bir maliyetin üstünde üretim yapmamak, istenilen kalitede üretim yapmak gibi birçok amacı birlikte gerçekleştirmek istemektedirler. Çok amaçlı karar verme tekniklerinden olan hedef programlama tekniği ile birbirleriyle çelişebilen, farklı ölçü birimlerinde olabilen amaçlar arasında uzlaşık çözüm bulunmaya çalışılır. Çalışma dört bölümden oluşmaktadır. İlk bölümde üretim yönetiminin planlama fonksiyonu anlatılmıştır, ikinci bölümde yöneylem araştırması tekniklerinden olan hedef programlamasının tanımı ve formülasyonu ele alınmıştır. Üçüncü bölümde uygulama yeri seçilen Fişeksan A.Ş. 'nin takım aparat mastar bölümünde hedef programlama tekniği ile üretim planlaması modeli kurulmuştur. Modelde değişiklikler yapılarak alternatif modeller geliştirilmiştir. Dördüncü bölümde orjinal model ile alternatif modellerin sonuçlan karşılaştırılarak önerilerde bulunulmuştur.

SUMMARY The objectives of the enterprises are continuously changing and increasing in nowadays. The enterprises are determining their objectives under the influence of such internal environment formed by production, marketing, financing functions and the external environment formed by such factors as the customers, bank, associates and competitors. The production management forming one of the functions of the enterprise, directs the production in conformity with the objectives of the enterprise and the consumer. In the production management, to attain production in time desired, and in quantity and quality wanted at a minimum cost, production planning activities are performed. A production planning compatible with the internal environment taking into consideration the influences of the external environment is done. The objectives of the enterprise is not limited only to maximizations of profit or minimization of costs. The enterprises, at the same time, want to attain many objectives together such as to benefit from the labour force in the best way possible, to produce the product in amounts desired, to fully utilize the machine capacity, to reach at the determined level of profit, to not to produce above the defined cost and to produce in quality targeted. The goal programming techniques are of multi - criteria decision making tools and tries to find a resolution solution among the objectives that are in conflict with one another and such objectives may be expressed by using different unit measures. The study contains four sections. In the first section, the planning function of the production management is explained. In the second section, the goal programming which is one of the techniques of operation research is defined and its formulation is worked on. In the third section, the goal programming technique and the production planning model has been built for the one section of the Fişeksan Corporation which is determined as the place of implementation. By making changes in the model, alternative models are developed. In the forth section, the results of the original model and the alternative models are compared and suggestions produced
