Özet
Bu araştırmada, toplum temelli rehabilitasyon perspektifinden Türkiye'de engellilerin sosyal yaşamlarında karşılaştıkları sorunlar açığa çıkarılarak, bu sorunlar toplum temelli rehabilitasyonun standartları çerçevesinde çözüm odaklı ele alınmaktadır. Araştırmada nitel yöntemle fenomenolojik yaklaşım kullanılmış ve engellilerin kişisel destek (bakım), ilişkiler evlilik ve aile, kültür sanat aktiviteleri, rekreasyon spor faaliyetleri ve adalete erişim konularındaki bireysel deneyimleri derlenerek bu deneyimlerin özünü tanımlayan daha genel ve evrensel bir bilgi ortaya koyulması hedeflenmiştir. Bu minvalde öncelikle, engellilik ve rehabilitasyon kavramlarına dair bir analiz ortaya konulmuştur. Bu kavramların zaman içerisinde değişen sosyal yönlerine vurgu yapılarak toplum temelli rehabilitasyonun tarihsel gelişimi ve engellilik alanına katkıları ele alınmıştır. Daha sonra toplum temelli rehabilitasyonun bileşenlerinden biri olan sosyal yaşam alanının nereleri kapsadığına dair bir çerçeve çizilmiş ve bu alanda uluslararası düzeyde gerçekleştirilen uygulama örnekleri ve Türkiye'de sivil toplum kuruluşları, yerel yönetimler ve merkezi yönetim tarafından uygulanan toplum temelli rehabilitasyon programları açıklanmıştır. Akabinde veri toplanması amacıyla, İstanbul'da ikamet eden 18 yaş üstü 10'u kadın 9'u erkek olmak üzere kartopu örneklem biçimi kullanılarak seçilen toplam 19 engelli birey ile sosyal yaşamlarında karşılaştıkları sorunları algılayış biçimlerinin görünür kılınabilmesi için derinlemesine mülakatlar gerçekleştirilmiştir. Sonuç olarak, engellilerin sosyal yaşamlarını ilgilendiren kişisel destek (bakım), ilişkiler evlilik ve aile, kültür sanat aktiviteleri, rekreasyon spor faaliyetleri ve adalete erişim konularında yaşadıkları sorunlara dikkat çekilmiş, bu sorunların toplum temelli rehabilitasyonun uluslararası belgelerde yer alan standartlar odağında yerel yönetimler, merkezi yönetim ve sivil toplum kuruluşları temelinde çözüm önerileri sunulmuştur.

In this research, the researcher explores the alternative solution to the problems that disabled individuals are experiencing in Turkey. The standards of community-based rehabilitation perspective are used for this exploration. Facilitation of the phenomenological approach has enabled the capture of different reflections as well as the subjectivity concerns in the experiences. The rich experiential insights were captured both at engaging with social life and at their access to various social rights. Furthermore, the practical individual and societal levels were experiences captured. These include, respectively, personal care, marriage, recreation, sports, cultural or artistic activities. The commonalities and divergencies were analyzed to generate and to reach the generalizations. The literature review helped to clarify the main concepts of disability and rehabilitation. Moreover, while the temporal change of these concepts were evaluated, this change is contributed to the domain of disability. Lastly, the researcher reviewed practices abroad at the international level as well as nonGovernmental Organizations in Turkey. These are considered a frame of practice examples related to the elements of community-based-rehabilitation. Therefore, a theoretical framework was based on the intersection of community-basedrehabilitation and social life. Subsequently, 19 disabled (10 female, 9 male) were recruited using the snowball sampling method during the data collection phase. All participants were over the age of 18. In order for the interviews to capture the in-depth data, the researcher used the unstructured interview technique. As a result, the obtained and analyzed data offer satisfactory solutions to the study aim. Data analysis yielded that the problems experienced by disabled people are accessing their social rights at all levels from individual to family as well as socializing. Furthermore, the captured insights of the problems are social rights, and also they are narrated cultural and sportive activities, obstacles to reaching to the personal care facilities by participants. Lastly, the contribution of the current study is a suggestion to the Non-Governmental Organizations and Local Governs by gathering international documents and regulations. It has also been determined and emphasized how other countries solve these problems.
