Özet

Neo liberal ekonomik ve siyaset düşüncesi, kapitalizmin 1980'li yıllar öncesi içine düştüğü krizi ve bu krizden kurtulmak için geliştirilen ekonomik sistemleri kapsamaktadır. Bununla beraber, neo liberaliz düşünce sistemi, siyasi alanda yapılan yeni düzenlemelerle birlikte eski dönem klasik ekonomi yönetiminin etkilerini azaltmaya çalışmıştır. Neo liberal düşünce sistemi, 1980'li yılların başından itibaren, tüm dünyada yeni bir ekonomik ve siyasi düşünce sistemi olarak ortaya çıkmış bununla birlikte yeni bir sosyal ve ekonomik durum yaratmıştır. Bu çalışmada, neo liberal düşünce sisteminin benimsenmesi sonrası meydana gelen değişimin boyutları ele alınacak, Türkiye'de yaşanan değişim sürecinde, ekonomik sisteminin yeniden yapılanma aşamaları ana hatlarıyla incelenecektir. Neo liberal iktisadi düşünce sistemi, 1980 yılından başlayarak dünyada ve Türkiye'de hızla büyüyen genel ekonomi politikaları çerçevesinde incelenecektir. Neoliberal düşünce modelinin, Türkiye'nin ekonomik, sosyal ve siyasal yapısında meydana getirdiği değişimler değerlendirilecektir. Bu çalışmanın birinci bölümünde, izlenen yöntem, teknikler ve önemi üzerinde durulacaktır. İkinci bölümde, liberalizm ve neo liberalizmin doğuşu, gelişimi, kısa tarihi, Keynesçi refah devleti gibi kavramları açıklanacaktır. Üçüncü bölümde, Türkiye'de 1980 askeri darbesinden Adalet ve Kalkınma Partisi (AKP) iktidarına kadar olan dönemde, Türkiye'de liberalizm ve neo liberalizmin dönüşümü incelenecektir. Dördüncü bölümde ise, AKP döneminde devletin neo-liberal ilkelere göre yeniden yapılanma süreci ve neo liberal popülizm konularıyla bağlantılı olarak, bu durumun devletin kurumsal yapısında meydana getirdiği değişimler incelenecektir. Türkiye'de neo-liberal ekonomik politikaların uygulanmasına geçişi sağlayan süreçleri oluşturan düzenlemeler üç döneme göre ele alınarak tartışılacaktır. Bu dönemler;1980-1998 yıllarını kapsayan“1.Dönem Yasal Düzenlemeler”;1998'den başlayarak 2001 yılına kadar devam eden“2 Dönem Yasal Düzenlemeler ”ve 2002 ile 2020 yılları (AKP dönemi) kapsayan“3 Dönem Yasal Düzenlemeler”şeklindedir. ii Bununla birlikte, dış piyasalara açılmayı amaçlayan ihracata dayalı sanayileşme politikasının uygulanması için alınan siyasi ve ekonomik kararların devlet ekonomisinde meydana getirdiği değişimler dönemin konjonktürü içinde incelenecektir. Türkiye'de kamu yönetimi anlayışında yaşanan değişimlerin ekonomi dünyası üzerindeki etkileri, neo liberal düşünce modelinin benimsenmesi için gerçekleştirilen yapısal reformlar çerçevesinde değerlendirilecektir. Çalışmada; Türkiye'de neo liberal ekonomi düşünce sisteminin benimsenmesine bağlı olarak devletin ekonomik ve idari yapısında meydana gelen değişim ve dönüşüm süreci belirli dönemlere göre ele alınacaktır. Böylece birlikte neo-liberal iktisadi düşünce sisteminin Türkiye'deki gelişim sürecine ışık tutulmaya çalışılacaktır.

Neo-liberal economic and political thinking covers the crisis that capitalism fell into before the 1980s and the economic systems developed to get rid of it. However, the neo-liberal thought system has tried to reduce the effects of classical economic management in the old era with new regulations in the political sphere. Since the early 1980s, the neo-liberal thought system has emerged as a new system of economic and political thinking all over the world, creating a new social and economic situation. In this study, the dimensions of the change that occurred after the adoption of the neoliberal thought system will be discussed and the restructuring stages of the economic system will be examined in the process of change in Turkey. The neo-liberal economic thought system will be examined within the framework of rapidly growing general economic policies in the world and in Turkey starting in 1980. The changes of the neoliberal thought model in Turkey's economic, social and political structure will be evaluated. In the first part of this study, the methods, techniques and importance of the monitored methods will be emphasized. In the second chapter, concepts such as the birth, development, short history of liberalism and neo-liberalism, keynesian welfare state will be explained. The third chapter will examine the turnaround of liberalism and neo-liberalism in Turkey from the 1980 military coup to the rule of the Justice and Development Party (AKP). In the fourth chapter, the changes in the institutional structure of the state will be examined in connection with the restructuring process of the state according to neo-liberal principles and neo-liberal populism during the AKP period. The regulations that constitute the transition to the implementation of neoliberal economic policies in Turkey will be discussed according to the three periods. These periods;“1st Term Legal Regulations”covering the years“2-Term Legal Regulations”starting from 1980-1998;and“3-Term Legal Regulations”covering the years 2002 and 2020 (AKP period).However, the changes in the state economy of political and economic decisions taken for the implementation of the export-based industrialization policy aimed at opening up to foreign markets will be examined within the conjunctions of the period... iv The effects of changes in public administration in Turkey on the economic world will be evaluated within the framework of structural reforms carried out for the adoption of the neo-liberal thought system. In the study; Depending on the adoption of the neoliberal economic thought system in Turkey, the process of change and transformation in the economic and administrative structure of the state will be handled according to certain periods. Thus, together, the development process of the neo-liberal economic thought system in Turkey will be tried to be shed light.
