Özet
Bu tez çalışmasının amacı kentsel alanda yer alan anıt nitelikli bir ağacın toplam ekonomik değerini belirlemek ve böylece yerel ya da bölgesel olarak Devlet-Belediye'nin anıt ağaçların peyzaj hizmetleri için ayırdıkları fonlara katkıda bulunmak ve kaynak tahsisi sağlayabilmek olarak belirlenmiştir. Anıt ağaçlar, yüksek kültürel ve bilimsel değerleri nedeniyle korunması gereken doğal zenginliklerdendir. Yüzlerce ve hatta binlerce yıl bulundukları ekosisteme uyum göstermek suretiyle varlıklarını devam ettiren bu ağaçlar, Çevre ve Şehircilik Bakanlığı Tabiat Varlıklarını Koruma Genel Müdürlüğü tarafından yayınlanan 19.07.2012 tarih ve 28358 sayılı yönetmelik gereğince Türk Standartları Enstitüsü 13137 sayılı standartta belirtilen ölçütlere göre tespit edilmektedir. Bu nedenle bu çalışmada ilgili yönetmelik gereğince anıt ağaç olarak tescil edilmiş İstanbul-Beyazıt Meydanı Sahaflar Çarşısı girişindeki Doğu Çınarı araştırma objesi olarak seçilmiştir. Toplam ekonomik değer (TED), doğal kaynakların sunduğu çeşitli ürün ve hizmetlerin parasal karşılıklarının toplamı olarak ifade edilmektedir. Bu tanıma göre çeşitli mal ve hizmetler sunarak topluma çok yönlü fayda sağlayan önemli doğal kaynaklardan olan orman ve ağaçların toplam ekonomik değeri hesaplanabilir. Toplam ekonomik değerin kullanım değeri ve kullanım dışı değer olmak üzere iki bileşenden oluştuğu varsayılmaktadır. Bu kabule göre bir ağacın toplam ekonomik değeri onun sunduğu çeşitli ürün ve hizmetlerin (kullanım ve kullanım dışı değerlerinin) parasal karşılıklarının toplamına eşittir. Materyal olarak; kullanım dışı değerin belirlenmesinde 2019 yılında 560 katılımcıdan elde edilen anket verisi, kullanım değerinin belirlenmesinde ise kurumsal kayıtlardan ve gözlem yoluyla elde edilen bilgiler kullanılmıştır. Ayrıca materyal olarak konuyla ilgili yerli ve yabancı literatürden, özel ve kamu kurum-kuruluşlarına ait kayıtlardan da yararlanılmıştır. Bu çalışmada anıt ağacın kullanım dışı değerini tahmin etmek için Koşullu Değer Belirleme Yöntemi (KDBY), kullanım değerini belirlemek için ise dönüşüm değeri ve piyasa değeri yöntemleri kullanılmıştır. Bu ağacın kullanım dışı değeri, ödeme istekliliği göz önüne alınarak; 1-Doğrusal regresyon analizi ve 2-İkili lojistik analizi, olmak üzere iki farklı şekilde tahmin edilmiştir. Kullanım değeri ise; 1- Karbon birikimi değeri + Yakacak odun değeri, 2- Karbon birikimi değeri + Yapacak odun değeri olmak üzere iki farklı biçimde hesaplanmıştır. Anıt Çınar Ağacının kullanım dışı değeri (diğer bir ifade ile ödeme istekliliği) doğrusal regresyon analizi ve ikili lojistik analize göre sırası ile ortalama 371.842.965,00 ₺ ve 1.784.158.045,00 ₺ olarak tahmin edilmiştir. Bu ağacın kullanım değeri bileşenlerinden karbon birikimi değeri 6.842,00 ₺, yakacak odun değeri 2.497,00 ₺, yapacak odun değeri (masif masa/sehpa yapımında kullanılması halinde) ise 838.161,00 ₺ olarak belirlenmiştir. Sonuç olarak kullanım ve kullanım dışı değerlerinin her birinin iki farklı yöntemle hesaplanmasına bağlı olarak Anıt Çınar Ağacının toplam ekonomik değeri; 1- 371.852.304,00 ₺ (Doğrusal regresyon ile tahmin edilen kullanım dışı değeri + Karbon birikimi değeri + Yakacak odun değeri) 2- 372.687.968,00 ₺; (Doğrusal regresyon ile tahmin edilen kullanım dışı değeri + Karbon birikimi değeri + Yapacak odun değeri) 3- 1.784.167.384,00 ₺; (İkili lojistik analiz ile tahmin edilen kullanım dışı değeri + Karbon birikimi değeri + Yakacak odun değeri) 4- 1.785.003.048,00 ₺ (İkili lojistik analiz ile tahmin edilen kullanım dışı değeri + Karbon birikimi değeri+ Yakacak odun değeri) olmak üzere dört farklı şekilde belirlenmiştir.

In this study, Turkey / Istanbul province, Total Economic Value of a Monumental tree in the residental areas is determined. Monumental trees in Turkey prepared by the Turkish Standards Institute“TS 13190”number considering the criteria specified in the standard are made required measurements in the field. In the study, Platanus orientalis, which is determined by the Istanbul Metropolitan Municipality as having a Monumental quality and located in Istanbul Beyazıt Square, is evaluated. While calculating the Total Economic Value, Non-use value; It is determined by the Contingent Valuation Method. For this purpose, a survey is conducted with 560 participants in the province of Istanbul. The WTP value of a Monumental tree for Istanbul is calculated according to two different methods. Average 371.842.965₺ by Regression Analysis and according to Binary Logistic Regression Analysis; It is calculated as 1.784.158.045 ₺. Then, the Carbon Sequestration capacity of the Monumental tree is determined and its value in the carbon market is estimated to be 6,842 ₺. Finally, as a result of the determination of the mentioned Monumental tree as Firewood according to the Forestry Department and TSE, the wood value is estimated as 2,497 ₺. However, the wood value obtained as a result of the expert opinion evaluating the Monumental tree as a massive table and coffee table with the recently trendy epoxy material is estimated as 838.161 ₺. Monumental trees are among the natural resources that must be protected due to their high cultural and scientific value. These trees, which have survived by adapting to the ecosystem in which they have existed for hundreds or even thousands of years, are determined according to the criteria specified in the 13137 standard of the Turkish Standards Institute in accordance with the regulation dated 19.07.2012 and numbered 28358 of the Ministry of Environment and Urbanization, Directorate General for Preservation of Natural Heritage. In this study, the Total Economic Value of Platanus orientalis in Istanbul-Beyazıt Square, which is registered as a Monumental tree in accordance with the relevant regulation, is calculated. Total Economic Value is expressed as the sum of the monetary values of various products and services obtained from natural resources. According to this definition, the Total Economic Value of forests and trees, which are important natural resources that provide multiple benefits to the society by providing various goods and services, can be calculated. Total Economic Value is assumed to be composed of two components: value in Use and Non-use values. According to this assumption, the Total Economic Value of a tree is equal to the sum of its Use and Non-use Values that it can have. In this work, a Monumental tree; The Non-use Value such as Existence, Cultural, Bequest Value is determined by the Conditional Value Determination method, while the Use Values such as Timber-Firewood and Carbon Sequestration are determined by value of a measurand and market methods, respectively. The Conditional Value Determination Method is used to determine the Non-use Value of the Monumental tree and the survey data obtained from 560 participants in 2019 is used within the scope of this method. Using the data of this questionnaire, the Willingness to Pay of the participants is calculated as 371.842.965,00 ₺ by Linear Regression Analysis and 1.784.158.045,00 ₺ according to the Binary Logistic Regression Analysis. Among the usage values of the Monumental tree, the Carbon Sequestration Value is determined as 6.842,00 ₺, the Firewood Value is 2.497,00 ₺, and the massive table/coffee table is 838.161,00 ₺. As a result, considering the Total Economic Value of the Monumental Tree in Istanbul Beyazıt Square, the methods used and the products obtained; 371.852.304,00 ₺, 372.687.968,00 ₺, 1.784.167.384,00 ₺, 1.785.003.048,00 ₺.
