Özet
ÖZET Geleneksel olarak, inşaat sektöründe maliyet kontrol çalışmaları diğer sektörlerde olduğu gibi hakettiği ilgiyi çekmekten uzak kalmıştır.Bu durumun sebebi, şüphesiz, üretim mühendisliğinin daha kesin çizgilerde tanımlanan ortamına zıt olarak, inşaat projelerinin sürekli değişken bir içerik sergileyen çehresidir. Bu tezde, sadece İstanbul Metro Tünelleri Projesi'nin yapımı için kurulmuş olan Garanti-Koza/Enka/Doğuş Ortak Girişimi'ndeki maliyet yönetimi incelenmiştir. Ortak Girişim konusunda büyük bir firma olmasına rağmen, tahakkuk eden maliyetin kontrolü için verimli bir sisteme sahip değildir. İnceleme ortaya koymuştur ki, firma Türkiye'deki birçok rakibi gibi, iyi bir maliyet-kontrol sistemi eksikliğinden dolayı karlılık artırımında zorlanmaktadır. Yukarıda bahsedilen bu durumu düzeltmek için, bu çalışmada bazı önemli tavsiyelerde bulunulmuştur. Bu sektörün kompleks ortamına bağlı olarak, firmanın oluşan maliyeti verimli bir sistem dahilinde kontrol etmesi, sınırların üzerine çıkan maliyet kalemlerini teşhis etmesi ve bunlar için önlem alması hususunda bazı stratejik kararlar alması gerektiği gözlenmiştir. 111

ABSTRACT Traditionally, cost-control in the construction industry has not received the attention that it has in other industries, for example, the production engineering industry. The reason for this is undoubtedly the ever-changing environment of construction work as opposed to the more precisely defined environment of production engineering. In this thesis, the cost management of Garanti-Koza/Enka/Doguş Joint Venture (J/V) which is mainly set up for the construction of Istanbul Metro Tunneling Project, has been analyzed. Although J/V is a big-sized company, it does not have an efficient system for the control of cost incurred. The analysis has demonstrated that the Company, like many of its competitors in Turkey, suffers from the lack of an established cost-control system in increasing its profitability. In order to recover from the above situation, some major recommendations have been made in study. Due to the increased complexity in this sector, it has been detected and seen that the company has to take some strategic decisions to efficiently control the cost, to detect the overrunning cost items and to take precautions for these items.
