Özet
17. yüzyıl İngiltere'sinde yaşayan John Locke'un siyaset felsefesinin etkileri yaşadığı çağı aşmış, liberal toplumlarının dayandığı ilkelerin temelini oluşturmuştur. Mülkiyet, siyaset felsefesinin merkezinde yer alan konulardan biridir. Locke, doğa durumundan kaynaklandığını iddia ettiği mülkiyet kavramına Hükümet Üzerine İkinci İnceleme'sinde“yaşam, özgürlük ve mülk”şekilde geniş bir anlam atfetmektedir. Toplum sözleşmesi ile kurulan devletin görevi ise mülkiyeti korumaktır. Hükümetler vatandaşlarının mülkiyetlerini tehdit ettiği takdirde direnmeyle karşılaşacak ve yönetim çözülecektir. Toplumun üyelerini direnmeye götüren hükümetlerin yalnızca vatandaşların mallarını elinden alması değil, Locke'un kastettiği biçimce geniş kapsamda mülkiyet haklarına el uzatmasıdır. Locke'ta mülkiyet kavramı günümüzde ifade edildiği şekilde yalnızca mal, mülk, servet anlamında kullanılmamakta; yaşam hakkını ve liberalizmin temelinde yer alan özgürlüğü de içine almaktadır. Çalışmada Locke'un mülkiyet kavramına atfettiği geniş kapsam araştırılmış, günümüzdeki mülkiyet anlayışından farkı ortaya konulmaya çalışılmıştır. Çalışma kapsamında 17. yüzyıl İngilteresi'nde yaşanan değişim ve Locke'un İngiliz Devrimine meşruiyet kazandırmayı amaçlayan eseri Hükümet Üzerine İkinci İnceleme çözümlenmiş, Locke'un mülkiyet anlayışıyla bağlantısı incelenmiştir. Çalışmanın amacı Locke'un mülkiyet kavramı ve liberalizmin ortaya çıkışı ile arasındaki bağlantıyı açıklamaktır. Bu bağlamda öncelikle liberalizmin gelişimi ve ilkeleri, Locke'un liberal teoriye katkıları, Locke'un mülkiyet anlayışı, mülkiyet hakkı, direnme hakkı ve özel mülkiyetin temeli tartışılmıştır.

The effects of the political philosophy of John Locke, who lived in England in the 17th century, exceeded the age he lived and formed the basis of the principles on which liberal societies were based. Property is one of the issues at the center of political philosophy. He gave a broad meaning to the concept of property, which he claimed was due to the state of Nature, as“life, freedom and property”in his Two Treatises of Government. The duty of the state established by the social contract is to protect the property. If governments threaten the property of their citizens, they will face resistance and the administration will be dissolved. It is not only the dispossession of citizens' property by governments that leads members of society to resist, but to encroach on the broad scope of property rights as Locke means. In Locke, the concept of property is not used only in the sense of estate, riches, wealth as it is expressed today; It also includes the right to life and freedom that is at the heart of liberalism. In this thesis, the wide scope that Locke attributed to the concept of property was investigated, and it was tried to reveal its difference from the current understanding of property. Within the scope of the thesis, the change in England in the 17th century and Locke's work“ Two Treatises of Government”aiming to legitimize the British Revolution were analyzed, and its connection with Locke's understanding of ownership was examined. The aim of the thesis is to explain the connection between Locke's concept of property and the emergence of liberalism. In this context, first of all, the development and principles of liberalism, Locke's contributions to liberal theory, Locke's understanding of property, property right, right to resist and the basis of private property were discussed.
