SUMMARY At the first section of the research, the pure definition of the democracy and the democratic society was explained. According to this definition, everyone has the right to participate largely in a democratic society. Especialy, the organized society and the Non-Governmental Organizations (NGO's) have a significant role in developing the participatory democracy and in improving the standarts of the citizenship. At the second section, we tried to identify the urbanization and enviromental problems. The NGO's, one of the basic legs of the democracy and the professional organizations, are expressing significant roles in struggling with these problems. Especially, the Chamber of Architects, as largely organized professional organization of the Union of Chambers of Turkish Engineers and Architects(UCTEA), were researched in terms of its both technical and social roles in these issues. Although the Turkish Constitution defines the Chamber of Architects and the UCTEA in the status of public organization, the Chamber of Architects works in both professional and social fields as an NGO. Therefore, the Chamber of Architects not only perform at the professional and personel achievements but also shows an effort to contribute to the development of participatory democracy and the improvement of human rights. So, the every board management and the members of the Chamber with their free will, show a close interest to the social and political development of Turkey. So that, this gives to Chamber of Architects a specific and distinctive character when we compared to other similar professional organizations in the world. According to the poll which was issued among the members of Chamber of Architects living in Ankara, the capital of Turkey, the majority of the architects decide that the Chamber of Architects is relatively succesfull in the achievement of its professional and social objectives. The members decides that, as an NGO the Board Management of the Chamber of Architects shows lack of satisfactory works in the period of democratization and the development of the country. Moreover, the Board of Management does not satisfactorly strenghten the solidarity among the members. 93Although the members criticize the works of Board of Management, they also believe that, the only organizational method in order to struggle with the urbanization and the enviromental problems is the professional organizations such as Chamber of Architects. According to the poll, the majority of the architects benefit from the Chamber of Architects in order to reflect their decisions and the critics to the local governments about the urbanization problems. From this point of the view, the poll has a parallel characteristics with the thesis of the research, describing that, the citizens can better struggle with the local and national problems by using the organized structures not by the individual efforts. As a result, the NGO's, especialy the professional organizations such as Chamber of Architects, try to contribute to the development of the participatory democracy in the local and the national level of the country. 94
