Özet

Okullar içinde bulundukları toplumun küçük birer örneği gibidir. Toplumda olup bitenler okula, okuldakiler de topluma yansır. Bu nedenle, sağlıklı, üretken, mutlu bir topluma ulaşmakta okulların rolü önemlidir. Daha yaşanılacak bir toplum için nitelikli okullar yaratmak; paralelinde ekonomik, sosyal ve teknik ilerlemeyi de sağlayacaktır. Bu çalışmanın, ilköğretim okullarındaki yönetim ve organizasyon sorunlarının tespitine ve çözüm önerilerine ışık tutarak faydalı olacağına ve yönetimin kalitesinin artarak daha nitelikli okullar, dolayısıyla da daha mutlu bir topluma ulaşılabileceği düşünülmüştür. Araştırma, 2010-2011 eğitim-öğretim yılında, İstanbul İli Bakırköy İlçesi İlköğretim Okullarında görevli bulunan 317 yönetici ve öğretmeni kapsamaktadır. Araştırmada olasılığa dayalı örneklem metodu kullanılmıştır. Anket Basit Tesadüfi Örnekleme tekniği kullanılarak Bakırköy ilçesindeki 40 resmi ve özel ilköğretim okulunda çalışan öğretmen ve idarecilerine uygulanmıştır. Araştırmada kullanılan anket; danışmanım Prof. Dr. Yaşar SUCU ile birlikte geliştirilmiş olup, beşli Likert ölçek türü şeklinde 105 sorudan oluşmaktadır. Bu bağlamda İstanbul İli Bakırköy İlçesi ilköğretim okullarından alınan veriler kayıt altına alınmış, daha sonra kaydedilen veriler, SPSS-13 paket program kullanılarak analiz edilmiştir. Çalışmanın en önemli sonucu; İlköğretim okullarında çalışan yönetici ve öğretmenler, okullarında yönetim ve organizasyon sorunları olduğu görüşündedir.

Schools are like a small samples of the comunity which they are located in.What happens in the comunity reflects to school, the things happen at the school reflects to the community. Therefore: the role of the schools are very important to reach out a helthy, productive and a happy community. Creating qualified schools for a more livable comunity provides the development of economy, social life and the development of the technique. It has been taught that this study will be useful for determining the problems of management and organisation, it is also be useful for lighting the proposed solutions and the more increased quality of the management at the primary schools,a happier life can be reached by the community. The research contains 317 administrators and the teachers who are on duty between the academic years of 2010 to 2011 in Bakırköy County, İstanbul Province. In this research The Probability-Based Sampling Method is used.The survey is applied on the administrators and the teachers who are on duty in 42 private and public primary schools in Bakırköy County.The survey that is used in the research has been developed by my consultant Prof.Dr.Yaşar Sucu and it consists of 105 questions which are in the form of Five-Likert-Type Scale.In this context the datas which are taken from Bakırköy County,Istanbul Province are recorded and after that, the recorded datas are analized by using the SPSS-13 Package Programme. The most important conclusions of the research are; The administrators and the teachers who are on duty in Primary Schools have the same opinion that there are management and organisation problems in their schools.
