Özet
Sosyal sermaye, günümüzde popülerliği artan ve ekonomik kalkınma için önem arz eden bir alandır. Birçok ülke, içinde bulunduğu ekonomik durumları açıklamakta fiziki sermaye birikiminin yanı sosyal sermaye kavramı üzerine yoğunlaşmaktadır. Bu bağlamda kısaca toplum ve kurumlar arasındaki verimliliği sağlamak amacıyla güven, norm ve iletişim ağı kavramlarından oluşan sosyal sermaye kavramı ortaya çıkmakta olup ülkelerin ekonomik kalkınmasında önemli rol oynamaktadır. Bu nedenle ekonomik kalkınma noktasında geri kalmış ülkelerin gelişmiş ekonomik kalkınma seviyelerine ulaşabilmesi için sosyal sermayelerini arttırmaları bir zorunluluk haline gelmiştir. Bu çalışmanın birinci kısmın ekonomik kalkınma ve sosyal sermaye kavramaları teorik çerçevede etki alanlarıyla birlikte ele alınmıştır. Çalışmanın ikinci kısmında sosyal sermayenin ekonomik kalkınma üzerindeki etkileri üzerinde durulmuştur. Çalışmanın son kısmında ise sosyal sermayenin kalkınma üzerine etkisi, Kars ilinde analiz edilmiştir. Kars ilinde 399 katılımcıya anket çalışması yapılmış ve Kars ilindeki mevcut sosyal sermaye potansiyeli ortaya çıkarılmıştır. Bu kapsamda Kars'ta sosyal sermayenin geliştirilmesi için çeşitli çözüm önerileri sunulmuştur.

Social capital is an area of increasing popularity and important for economic development. Many countries focus on the concept of social capital as well as the accumulation of physical capital in explaining their economic situation. In this context, the concept of social capital consisting of the concepts of trust, norm and communication network emerges and plays an important role in the economic development of countries in order to ensure efficiency between the society and institutions. For this reason, it has become a necessity for the underdeveloped countries to increase their social capital in order to reach the developed economic development levels at the additional onomic development point In the first part of this study, the concepts of economic development and social capital are discussed together with their impact areas in the theoretical framework. In the second part of the study, the effects of social capital on economic development are emphasized. In the last part of the study, the effect of social capital on development was analyzed in Kars. 399 participants were surveyed in Kars and the existing social capital potential in Kars was revealed. In this context, various solutions were proposed for the development of social capital in Kars.
