Özet
Bu araştırma ile Türkiye'de üretim yapan işletmelerde, ISO 9001:2015 Kalite Yönetim Sistemi'nin; işgören eğitimlerinin verilmesi, uygulamalarının gerçekleştirilmesi, belgelendirilmelerinin yapılmasının, işletmelerin genel kalite ve bütüncül performanslarına etkilerinin ölçülmesi hedeflenmiştir. Bu amaçla, üretim yapan üç işletmede, sistemin kuruluşu öncesi, yönetici ve işgörenlere, standart kalite gereksinimlerini içeren genel kalite değerlendirmesi ile bütüncül performans kriterlerini değerlendiren ölçekler uygulanmıştır. Uygulanan ölçekler, üç bölümdür. Birinci bölümde, katılımcıların demografik bilgileri incelenmiştir. İkinci bölümde, ISO 9001:2015 Kalite Yönetim Sistemi'nin standart maddelerinin gereklerini karşılayan bir genel kalite değerlendirmesi ölçeği uygulanmıştır. İşletmelerin finansal, firma içi, müşteri, yenilik ve öğrenme performanslarının ölçülmesinde tercih edilen bir yöntem olan dengeli performans değerleme (balanced scorecard) ölçüm metodundan faydalanarak hazırlanan üçüncü bölümde ise bütünsel işletme performansı ölçeği uygulanmıştır. Eğitimlerin verilmesi, sistemin işletmelerde kurulup uygulanması ve belgelendirilmesi sonrası aynı ölçekler, aynı üç firma yönetici ve işgörenlerine bir kez daha uygulanmıştır. İşgörenlerine kalite yönetim sistemi eğitimi aldırmadan, sistemin uygulamalarını yapmadan belge alan iki üretim yapan işletmeye de aynı ölçekler ayrıca uygulanmıştır. İki grubun cevaplarından elde edilen veriler analiz edilmiş, elde edilen bulgular değerlendirilmiştir. ISO 9001:2015 Kalite Yönetim Sistemi eğitimlerini işgörenlerine veren, sistemi kurup uygulayan ve belgelenen işletmelerde, genel kalite değerlendirmeleri ile bütünsel performans değerlendirmelerinde görülen etkilenmelerde anlamlı farklılıklar bulunmuştur. Buna karşın ikinci grupta bu etkilenmelerin daha az olduğu görülmüştür.

With this research, in companies engaged in production in Turkey, an ISO 9001: 2015 Quality Management System; It is aimed to provide employee trainings, implement practices, certify and measure the effects on overall quality and overall performance of enterprises. For this purpose, the scales evaluating the overall quality assessment including standard quality requirements and holistic performance criteria were applied to the managers and employees before the establishment of the system in the three manufacturing companies. The applied scales are three sections. In the first part, the demographic information of the participants was examined. In the second part, a general quality assessment scale that meets the requirements of the standard clauses of ISO 9001: 2015 Quality Management System is applied. In the third part, the holistic business performance scale is applied by using the balanced scorecard measurement method, which is a preferred method for measuring the financial, internal, customer, innovation and learning performances of the enterprises. The same scales were applied once again to the managers and employees of the same three companies after the delivery of the trainings, the establishment and implementation and certification of the system in the enterprises. The same scales were also applied to the two manufacturing companies that received certificates without having their employees receive quality management system training and without the implementation of the system. The data obtained from the responses of the two groups were analyzed and the findings were evaluated. Significant differences were found in the impacts seen in the overall quality evaluations and holistic performance evaluations in the enterprises that provided ISO 9001: 2015 Quality Management System trainings to employees, established and implemented and documented the system. However, these effects were less in the second group.
