Özet
Çalışma, idarî ve ekonomik bakımlardan Osmanlı'nın önemli bölgelerinden biri olan Sivas eyaletinde yaşamış halkın, XVIII. yüzyılda Sivas Ahkâm Defterleri'ne yansımış sosyo-ekonomik faaliyetleri ve çeşitli sorunları üzerinden hazırlanmıştır. Böyle bir konunun tercih edilmesindeki en önemli sebep, incelediğimiz dönem ve kaynaklar üzerinde yeterli çalışmaların yapılmamış olmasıdır. Ana kaynak grubumuz olan Sivas Ahkâm Defterleri, şikâyetini sunmak için Divân-ı Hümâyûn'a gitmiş halkın sorunlarının ve bu sorunlara önerilen çözümlerin kaydedildiği divan tutanaklarıdır. Atik Şikâyet Defterleri'nin devamı niteliğinde olan bu defterler baştan sona sorun içermektedir. Ancak şikâyetini divana sunan kişi farkında olmadan çok önemli ayrıntıların kayıtlara geçmesini sağlamıştır. Sivas Ahkâm Defterleri'ne kaydedilmiş hükümlerden elde edilen bilgiler, halkın gündelik yaşamı ve sorunları hakkında malumat verirken dönemin değerlendirmesini yapma imkânı da sunmaktadır. Devletin içerisinde bulunduğu siyasî ve ekonomik durumun gerek halk gerek yöneticiler gerekse diğer görevliler üzerindeki etkilerini görmek mümkündür. Çalışmanın ortaya çıkarmayı amaçladığı konulardan biri de merkez-taşra ilişkileridir. İncelediğimiz kaynaklar hem hukukî hem de sosyo-ekonomik yönlerden bu arayışa cevap verecek nitelikte olmuştur. Kaynaklarımızın ve mekânımızın tanıtıldığı giriş kısmı haricinde iki bölümden oluşturduğumuz çalışmamızın ilk bölümünde, Sivas eyaletinde şikâyet sisteminin işleyişi, halkın Divan-ı Hümâyûn'a başvuru hakkı ve şekilleri konularına değinilmiştir. Ayrıca divana şikâyetini sunmuş kişiler cinsiyet, meslek, ikamet edilen bölge gibi çeşitli açılardan değerlendirilmiştir. İkinci bölüm ise halkın genel problemleri üzerinden şekillendirdiğimiz asayiş, toprak, vakıf, aile ve alacak verecek olmak üzere kendi içerisinde beş ana başlığa ayrılarak ele alınmıştır.

This study was prepared on the socio-economic activities and various problems of people who was lived in the Sivas Province, one of the important regions of the Ottoman Empire, in terms of administrative and economically which was reflected on Sivas Verdict Registrations (Sivas Ahkâm Defterleri) in the XVIIIth Century. The most important reason for choosing such a subject is that sufficient studies have not been done on the period and sources we examined. Our main resource group, Sivas Verdict Registers are the minutes of the court where the problems of the people who went to Royal Court (Divân-ı Hümâyûn) and the proposed solutions to these problems were recorded. These registers, one of the characteristic continuation of Former Complaint Registers (Atik Şikâyet Defterleri) consist of questions from its origin to the end. However, without being aware, the person who presenting his complaint to the court, provided important details to be recorded. The information obtained from the provisions recorded in Sivas Verdict Registers provides the opportunity to make an evaluation of the period while giving information about the daily life and problems of the people. It is possible to see the effects of the political and economic situation of the state on the public, administrators and other officials. One of the topics that the study aims to reveal is the center-country relations. The sources we have examined have been capable of responding to this search in both legal and socio-economic aspects. In the first part of our study, which we have composed of two parts, with the exception of the introductory part where our resources and space are introduced, issues of functioning of the grievance system in Sivas province, people's right to apply to Divan-ı Hümâyûn (Royal Court) and their forms are addressed. In addition, the persons who submitted their complaints to the court were evaluated from various aspects such as gender, occupation, and region of residence. The second part is divided into five main titles, which are the public order, land, foundation, family and creditor that we shape over the general problems of the public.
