Özet
Bu tez çalışması, yapay zeka fikrinin ve fenomeninin toplumsal olarak yaratmakta olduğu değişimi konu edinmektedir. Geniş bir kapsamı ifade eden bu durumun, esas olarak toplumsal genel zekanın değişimi üzerine olan boyutu sorunsallaştırılmıştır. Toplumsal genel zeka, kısaca, hem fikirlerde hem de fenomenlerde, yani düşünce biçimlerinde ve yaşam tarzlarında ortaya çıkmakta olan kolektif bir zekadır. Yapay zeka, harekete geçirmekte olduğu yeni kuvvetler sayesinde, değişmekte olan toplumsal genel zekanın içinde, onun dönüştürücü bir gücü olma potansiyelindedir. Dönüştürücü etkilerin belirlenebilmesi için yapay zeka fenomeni ile toplumsal düzlemin birbirlerini koşullandırma durumu irdelenmelidir. Yapay zeka düşüncenin doğasının dönüşümü açısından ve toplumsal düzlem de bilgi koşullarının dönüşümü açısından izlendiği takdirde; düşünce ile bilginin birbirine seslenmesiyle ortaya çıkan bir etkileşim, araştırmamızın ana öğesi olan zeka kavramı üzerinden görülebilir. Zekayı destekleyen veya engelleyen unsurlar olarak düşünceler kadar görüşler yani kanaatler, bilgiler kadar bilgisizlikler, gerçek olarak saptananlar kadar gerçek sonrası veya ötesi denilenler de etkin bir halde, toplumsal genel zekanın tüm ifade ve içeriklerini oluşturan bir kolektiflik içindedirler. Bu unsurları hem yapay zeka için hem de toplumsal düzlem için gözetme gereği bakımdan, bunlara haiz olup artık toplumsal olarak da yaygınlık göstermekte olduğu tespit edilen iki değişken kuvvet belirlenmiştir. Bunlar yapay genel zeka fikri ve bunun yaklaşımları ile bilişsel görüş toplumları düzlemi ve bunun aktiviteleridir. Düşüncenin doğası ile bilgi koşulları üzerine olan bu iki değişken kuvvet, birlikte bir analiz çerçevesi oluşturmuştur. Bu sayede çalışma; bilim, teknoloji, toplum ilişkilerinin bir kesişim bölgesi olan yapay zeka fenomeni bağlamında oluşmakta olan toplumsal genel zeka değişimini betimlemek üzere bir bakış açısını temsil eder hale gelmektedir.

This thesis focuses on the social change, which the idea and the phenomenon of artificial intelligence creates. This situation expresses a broad scope, so especially its extent on the change of social general intelligence has been problematized. Social general intelligence is, in short, a collective intelligence that emerges in both ideas and phenomena, that is, in the forms of thinking and the styles of life. Artificial intelligence, due to the new forces it is mobilizing, has the potential to become a transformative power in the changing social general intelligence. In order to determine the transformative effects, the situation of which artificial intelligence and social plane conditioning each other should be examined. If artificial intelligence is followed in terms of the transformation of the nature of thought and the social plane in terms of the transformation of the conditions of knowledge, an interaction that emerges from the call of knowledge and thought to each other can be seen through the concept of intelligence, which is the main element of our research. Opinions as much as thoughts, ignorance alongside knowledges, those called as post-truth or beyond truth as well as those identified as truth, are effective as a supportive or obstructive elements of intelligence. In terms of the need to observe these elements both for artificial intelligence and for the social plane, two variable forces have been identified which are found to be widespread currently. These are the idea of artificial general intelligence and its approaches, and the plane of societies of cognitive opinions and its activities. Together, these two variable forces on the nature of thought and the conditions of knowledge have formed an analysis framework. So this thesis represents a perspective in context of the phenomenon of artificial intelligence, which is the intersection of science, technology, society relations, in order to describe the change of social general intelligence that occurs.
