Özet
Birçok kolaylığı da beraberinde getiren teknolojik gelişme insanlığa yeni ürün ve hizmetler sunmaktadır. Bu yönüyle teknolojinin üretim ve istihdam üzerinde önemli etkileri bulunmaktadır. Özellikle istihdam üzerinde yaratacağı etkinin yönüne ilişkin farklı görüşler yer alırken işgücüne olan ihtiyacı azaltacağı yönündeki endişeler bu ilişkinin araştırılmasını gerekli kılmaktadır. Bu nedenle teknolojik değişmenin ülkenin istihdam düzeyini nasıl etkileyeceğini belirlemek istihdam politikaları için önem arz etmektedir. Çünkü teknoloji üretim sürecinin hem bir girdisi olarak hem de bir çıktısı olarak istihdam yapısını etkilemektedir. Bu doğrultuda çalışmada Türkiye'de 1989-2017 dönemi için teknoloji-istihdam ilişkisi ele alınarak teknolojik değişimin toplam istihdam, eğitimli istihdam ve kadın istihdamı üzerindeki etkisi analiz edilmektedir. Çalışmanın temel amacı ele alınan dönemde ülkemizde teknolojik gelişmenin toplam istihdam üzerindeki net etkisinin araştırılmasıdır. Bununla birlikte teknolojik gelişmenin istihdam yapısı üzerindeki etkisini analiz etmek amacıyla kadın istihdamı ve eğitimli istihdamına etkisi belirlenmeye çalışılmaktadır. Çalışmada Türkiye'de 1989-2017 yıllarını kapsayan yıllık verileri kullanılarak zaman serisi analizi gerçekleştirilmektedir. Değişkenler arasındaki ilişki ARDL yaklaşımı ile üç farklı model kullanılarak araştırılmaktadır. Teknolojik değişimin toplam istihdam üzerindeki net etkisinin araştırıldığı birinci modelde teknolojinin toplam istihdam üzerinde negatif etkiye sahi olduğu sonucuna ulaşılmaktadır. İkinci modelde teknolojik değişmenin eğitimli istihdamı üzerindeki etkisi araştırılmaktadır. Bulgular uzun dönemde teknolojik gelişme ile eğitimli istihdamı arasındaki ilişkinin anlamsız olduğu sonucunu vermektedir. Son olarak üçüncü modelde teknolojinin kadın istihdamı üzerindeki etkisi araştırılmaktadır. Tahmin sonuçlarına göre teknolojik gelişme kadın istihdamını negatif yönde etkilemektedir.

Technological development, which brings with it many conveniences, offers new products and services to humanity. In this respect, technology has significant effects on production and employment. While there are different opinions regarding the direction of the impact on employment, concerns about reducing the need for labor force necessitate the investigation of this relationship. Therefore, it is important for employment policies to determine how technological change will affect the employment level of the country. Because technology affects the employment structure both as an input and as an output of the production process. In this direction, working in Turkey for the period 1989-2017, total employment in technology-employment relationship by considering technological change, educated, employed and analyzed the impact on women's employment. The main purpose of this study is to investigate the net effect of technological development on total employment in our country. In addition, in order to analyze the effect of technological development on employment structure, it is tried to determine the effect on female employment and educated employment. In the study, time series analysis is performed using annual data covering the years 1989-2017 in Turkey. The relationship between the variables is investigated by using ARDL approach using three different models. In the first model, where the net effect of technological change on total employment is investigated, it is concluded that technology has a negative impact on total employment. In the second model, the effect of technological change on educated employment is investigated. Findings indicate that the relationship between technological development and educated employment is meaningless in the long run. Finally, the third model investigates the impact of technology on women's employment. According to the estimation results, technological development affects women's employment negatively.
