Özet
Savunma sanayii kuşkusuz kalkınmanın ve sanayileşmenin bir parçasıdır. Türkiye, henüz savunma sanayii gelişmekte olan bir ülke olmasına rağmen, olumlu bir gelişim içerisindedir. Bu tez çalışması, Cumhuriyet dönemi savunma sanayii politikalarını incelemek amacıyla hazırlanmıştır. Süreç modeli yöntemi esas alınarak hazırlanan çalışmada, geçmişten günümüze savunma sanayi politikalarının analizi hedeflenmiştir. Ancak kullanılan klasik süreç modeli yaklaşımı değildir. Zira politik sistemin girdileri ve çıktıları dışında, dönemin siyasi, ekonomik ve askeri koşulları, karar verici aktörleri ve uygulamaları, savunma sanayiinde faaliyet gösteren firma, kurum ve kuruluşları ile ortaya koyulan savunma sanayii çözümleri de dikkate alınmıştır. Çalışmada, Türkiye'nin bulunduğu coğrafi konum itibariyle, barışın korunmasında ve caydırıcılığın sağlanmasında, savunma sanayiinin ileri teknoloji ürünleri üretebilir durumda olması gerektiği belirtilmiştir. Ancak milli güç unsurlarına dayanmayan bir savunma sanayiinin yeterliliğinden ve sürdürülebilirliğinden söz etmenin mümkün olmadığı da ifade edilmiştir. Bu çerçevede Türk savunma sanayiinin gelişimini etkileyen kırılma noktaları tespit edilmiştir. Çalışmada genel itibariyle ulaşılan sonuçlar şunlardır: Türk savunma sanayiinin sürdürülebilirliği; Türkiye'nin savunma sanayiini, kalkınmanın vazgeçilmez bir unsuru olarak görerek, buna yönelik tasarım ve üretim stratejileri belirlemesine bağlıdır. Bunun için söz konusu alanda, her koşulda“özgün”ve“milli”üretim bilinciyle hareket edilmelidir.

Defence industry is a part of development and industrialization no doubt. Even though Turkey is still a country that it's defence industry is improving, it is in a constructive improvement. This thesis study has prepared to observe the Republic Period defence industry policies. In the study, which is prepared by taking the process model as basis, the analyze of the defence industry policies from past to future has aimed. But the used process model approach is not the usual. Because, except the inputs and outputs of the political system; period's political, economic and military conditions, decide maker agencies and activations, the company which is active on defence industry, the defence industry which is present with institutions and organisations solutions has also considered. In the study, it is stated that the high technology products of defence industry could be produced under the protection of peace and awareness as of the geographical location of Turkey. However it is also stated that it's impossible to talk about the sufficiency and sustainability of a defence industry which does not stands on the national power. In this context, the breaking points which affects the improvement of Turk defence industry has detected. The conclusions concluded in the study generally are: The sustainability of Turk defence industry is depended on Turkey to determine the design and production strategies by counting it's defence industry as a essential factor of development. Therefore, in every condition it should be moved with the awareness that“unique”and“national”production in the field being talked about.
