Özet
Bu çalışmanın amacı; Bilgi üretim süreçlerinin merkezi olan teknoparkların, hem ülkemizde hem de dünyada hangi aşamalardan geçerek günümüzdeki konuma geldiği, lider ülkelerdeki uygulamalar incelenerek, elde edilen bulgular doğrultusunda Türkiye'de bulunan teknoparkların sorunlarına çözümler üretmektir. Bu amaca ulaşmak için öncelikle Bilgi üretim süreçleri anlatılmaya çalışılmıştır. Örtük bilginin açık bilgiye dönüştürülmesi için kodlanması gerektiği, insanlık tarihinde bilim ve teknolojinin nasıl geliştiği incelenerek, tarım toplumundan, sanayi toplumuna, sanayi toplumundan bilgi toplumuna geçiş süreçleri açıklanmıştır. Bu açıklamalar çerçevesinde bilgi ve teknolojinin bir bütün olarak değerlendirilmesinin gelişmiş ülke seviyesine ulaşmak için zorunluluk olduğunun altı çizilmiştir. Bilgi üretim sürecinin en kapsamlı merkezleri olan teknoparklar ayrıntılı bir şekilde ele alınarak; nedenselliği, faydaları, ülke ekonomisine katkıları açıklanmaya çalışılmıştır. Çalışmanın İkinci bölümünde, dünyada ve Türkiye'de teknoloji ve bilimin tarihsel gelişimi genel hatlarıyla incelenmiştir. Sonrasında, dünyada teknoloji ve bilim konusunda gelişmiş lider ülkelerin teknopark modelleri ve teknolojik yapılanmaya sağladıkları destek ve yardımlar ayrıntılı olarak ele alınmıştır. Diğer taraftan, Türkiye'de sağlanan destek ve yardımlar ile teknolojik politikalar incelenerek, bir kıyaslama yapılmıştır. Çalışmanın son bölümünde ise, Türkiye' de bulunan Teknoloji Gelişme Bölgelerinin sorunları, kültürel, idari yapı, mali boyut gibi farklı açılardan ele alınarak ortaya çıkan sorunlara teknoloji konusunda lider ülkeler ile kısa zamanda teknolojik olarak hızlı ivme kazanmış ülke örnekleri incelenerek, somut örneklerle çözüm önerileri sunulmaya çalışılmıştır.

The purpose of this study is; technoparks which is the center of knowledge production process, either in our country or in the world pass through of the which stages to come up the todays' situation, examination of the leaders the countries' practices, according to obtained findings of the examination, produce solutions of the Turkey's technoparks problems. In order to reach this aim, firstly information production processes have been tried to be explained. Implicit information should be coded for the transformation of open knowledge, by examining of the how the science and technology are developed in human history, the process of transitioning from agricultural society to industry society, from industrial society to information society process' has been explained. It is emphasized that the evaluation of information and technology as a whole is a necessity to reach the developed country level within the framework of these explanations. Technoparks, which are the most comprehensive centers of information production process, by the handling with the details; causality, benefits and contributions to the country's economy have been tried to be explained. In the second part of the study historical development of science and technology has in the World and Turkey has been analysed in outline After that, at the technology and science subject of the world's leading countries' , the technopark models and the support and assistance they provide to the technological structuring have been handled with details. On the other hand, by the examining of the the support and assistance provided at Turkey and technological policies, comparison has been made. In the last part of the study, Technology Development Zone issues where is located Turkey have been dealt with individually, for the emerging problems by examining the example of the world leaders in technology, solutions were presented with concrete examples.
