Due to Syrian civil war, nearly 12 million people had left their home, and Syria became the world's biggest refugee source of refugees (4.9 million at the end of 2015). Many of them seek a new life in the different countries such as Turkey, Jordan, Lebanon, Iraq, and European nations. (The United Nations High Commissioner for Refugees, 2015). There are 2,733,044 registered Syrians in Turkey today; 256,300 live in refugee camps and 2,476,744 reside in the different cities and towns (The United Nations High Commissioner for Refugees, 2016). Today, Turkey, as the world's largest refugee host country, has been trying to deal with this crisis with its limited resources. As the number of refugees increases, it is observed that the country's generous open door policy has started to go through hard times. Today, it has struggled to manage the problem legally and financially, and to find the right response to economic, social, cultural, and security concerns. This crisis was an unprecedented situation, and neither the country nor the international community anticipated the crisis to reach this level of complexity and destruction. Moreover, all current developments, indicators, and evidence show that this disaster will continue. It is generally accepted that Turkey needs to create long-term strategies to address this problem by revising its current policies. This report consists of five sections to summarize the response activities of Disaster and Emergency Management Presidency (DEMP) to the refugee crisis and provide alternative solutions. The Problem Statement identifies what the problem is and why it is significant for the public administration. Secondly, the Background and Literature Review provide information about the history and nature of the problem, as well as its evolution, and current status. The Literature Review subsection comments on the nature of the literature (scholarly, professional, government reports, surveys, interviews) and describes how this study relates to the literature. The Methodology & Evaluative section discusses briefly the sources, methods, and procedures that used in this report, and includes three criteria used to evaluate the options: cost, administrative feasibility, and political desirability. It also addresses methodological limitations that can affect the reliability and validity of the findings. The Management Policy Options assesses three different options in detail. Finally, the Conclusion recommends which option is the best.
