ABSTRACT Evaluation of Investment Subsidies as an Economic Instrument for Environmental Protection It is widely accepted that in all countries the state should support environmental protecting activities for their environmental policies to be efficiently implemented. Likewise, the state in Turkey enforces various instruments in order to provide this support. Subsidizing industrial estates financially is among those economic instruments which are considered as the most effective ones for environmental protection. For this reason, subsidies can be evaluated in terms of their efficiency in solving environmental problems through analyzing them at quantitative, regional, and sectoral bases. The main approach of the thesis then is that, industrial activities taking only economical interests into consideration without any concern to environmental issues are one of the main reasons of environmental problems. Therefore, as an economic instrument, subsidies are conceptualized in the thesis as an intersecting field of the mutual interaction of environment and economy disciplines. In the first part of the thesis, this interaction is theoretically discussed in relation with the development levels of societies, and the main approach is evaluated in terms of both developed and developing countries. The results of the study indicate that developed countries realize a balance between environmental protection and economic interests within their national boundaries with a particular attention to the first one. But on the other hand, they still create environmental problems by exporting polluting technologies, production activities etc. to developing countries while importing their natural resources. In developing countries, environmental values are neglected due to some basic needs of poverty. The second part of the thesis focuses on special case of Turkey, again in terms of evaluating its main approach. It is seen that, as far as official policies are concerned, the balance between environmental and economic concerns is provided in our country at an almost approximate level with the one at developed countries. However, the practice is completely different, and there are some implementations opposite to those formal policies. In this sense, the state displays a conflicting position; a considerable level of pollution is observed due to its own production activities, while at the same time it provides subsidies for pollution prevention investments of many industries. Another result of the study is that these subsidies, when analyzed in detail are not effective to protect the environment.
