SUMMARY The Influence of the Confederation of Turkish Employers' Organizations on the National Social Policy After 1980 This study examined how the Confederation of Turkish Employers' Organizations affected the Turkish social policy after the military coup of 1980. With the evolution of capitalist society, two new social classes emerged: the labor class and the employer - entrepreneur class. The employer - entrepreneur class founded employers' organizations in order to protect its interests against well organized labor unions, as well as to vocalize its opinions at societal and political institutions. The Confederation of Turkish Employers' Organizations, as a pressure group, represents employers, and acts to protect their interest related to the social policy. The study argues that the influences of the Confederation of Turkish Employers' Organizations on determination of national social policy increased significantly after the military coup of 1980. The Confederation of Turkish Employers' Organizations' influence on social policy was reflected on changes in the 1982 Constitution, as well as changes in the Labor Law. 120
