SUMMARY This study which is titled as the“Participation in Environmental Impact Assessment Process”has two aims. The first one is to analyse the methods and ways of the participation of all public actors to the environmental management and to the Environmental Impact Assessment (EIA) process which is one of its application methods. The second aim of the study is to point out the positive impacts of the participation on an equal and conscious level on the success of the environmental management and EIA process. This thesis is a descriptive study and consists of two parts except conclucion and introduction parts. In the first part the present situation is expounded with an interdiciplinary approach. The concept of environment, the international developments which followed the occurance of environmental problems and the environmental policies of the international organizations such as the United Nations and its specialized bodies, OECD and European Council have been analysed. Moreover, Turkey's Development Plans and the legislation on environment are covered as well. In the second part of the study, the environmental management models which are provided in order to protect and promote the environment and one of its application tools i.e. EIA process are explained. Furthermore the ways and forms of the participation to environmental management and Environmental Impact Assessment process are realised have been explored here. 161The Environmental Impact Assessment processes in developed countries such as USA, Netherlands, England and Canada, the participation in these processes and the legislation within this context are examined as well. Then the Environmental Impact Assessment process in Turkey is taken into consideration and the participation dimension in some of the EIA Reports are analysed. As this study is theoretical the relevant cases are incorporated in order to materralise the concept of participation. The basic findings of the study are as follows:. In order to achieve a successful environmental management and Environmental Impact Assessment process, to provide public participation and environmental informations are necessary conditions in environmental decision making.. In order to prevent the participation from being intangible and symbolic, policies which provide for the education and encouragement of the public need to be established and administrative and institutional reforms should be introduced. Improving the participation in environmental desicion making and the education in environmental matters would enable to improve the public awareness. 162
