SUMMARY The aim of this study is to analyze the regulations and other practices towards women as wage workers in Turkey. The analyzed time period covers the foundation of the Turkish republic till 1990's. The problems of women as wage workers are not independent from a whole“woman question.”The whole system should be analyzed, while analyzing the problems of the women in paid employment. The theoretical framework points out that, the two systems; capitalism and patriarchy are related with each other in different ways. Different theories try to explain this relationship. The important thing is, whatever explanation is chosen, the analysis must contain the social, political and economic aspects all together. In the case of the paid employment, all of these aspects should be questioned. The female labor has some common characteristics like; being unskilled, low waged, not organized, in the secondary layer and flexible. These positions differ very slightly from country to country. This position of the women in paid employment is related with, both the economic system and the patriarchal relations. The economic system uses female labor in its regulations more easily than male labor. The secondary position of women is advantageous to capital in many ways. On the other side, the motherhood and“role”of women is always protected in paid employment. The international agenda is an important factor for the regulations of the labor market in every country. The global trends affect every capitalist country in some way. The international institutions and organizations play an important role to reflect the trends to the policies of the states, about women. The two systems, that are mentioned, capitalism and patriarchy, sometimes become in conflict with each other. In the historical development of female labor, these conflicts can be seen. After the industrial revolution made women step in the factories, the states had to have a policy regarding this fact. At the beginning, women were tried to be kept away from“men's”work, but economic facts like in the world wars, changed the policy. Women entered the factories in many numbers during war times. The restricting and controlling policies of the sates changed after the II. World War, and there came the protective legislation for woman wage workers. This legislation figured out the women workers as being“mothers,”“wives”and vulnerable citizens. In Turkey, the history of the women as wage workers, reflects the history of the state policies towards women in general. After the foundation of the republic, Turkish women gained many rights, these developments can be seen as the necessities of the new regime, the other important time period for women in Turkey is, after the 1980's. In relation with the international agenda, Turkey had some regulations for women, as the foundation of an institution relating with the status and problems of women. The legislation for working women in Turkey is also mainly determined parallel to the international trends. The protective legislation that defines the women mainly as mothers and wives can also be seen in Turkey. The data about the position of the women in paid employment shows that; women are employed generally in sectors related with their house work, they have low status jobs and low pay. As a conclusion, it can be said that, having protected women as a mother and a wife, doesn't help the problems in paid employment totally. While determining the problems and formulating the solutions whole analyses is needed. The relations in the whole system are important for the woman question.
