Özet
Benzin fiyatlarının ham petrol fiyat artışlarına azalışlardan daha duyarlı olduğuna dair yaygın bir inanç bulunmaktadır. Bu çalışmanın amacı, uzun dönem ve kısa dönem asimetri testleri yapılarak Türkiye'de ham petroldeki fiyat değişikliklerine karşı dağıtım zincirinin toptan, dağıtım ve perakende aşamalarında benzin fiyatlarının verdiği tepkiyi günlük olarak incelemektir. Bu amaç doğrultusunda, ilk olarak fiyat serilerinin durağanlıkları ve doğrusallıkları incelenmiş ve serilerde doğrusal olmayan yapılar tespit edilmiştir. Ardından, aralarında eştümleşmenin var olup olmadığı iki aşamalı Engle-Granger doğrusal eştümleşme testi ve dört farklı doğrusal olmayan (eşik otoregresif-TAR, momentum eşik otoregresif-MTAR ve onların tutarlı olanları) eştümleşme testi ile sınanmıştır. Ham petrol ve perakende benzin fiyatları arasında uzun dönem asimetri için kanıt bulunmuş ve ham petrol fiyatındaki artışların, azalışlardan yaklaşık dört kat daha hızlı perakende benzin fiyatına aktarıldığı tespit edilmiştir. Kısa dönem asimetriyi incelemek için kullanılan eşik eştümleşmeli hata düzeltme modeli sonuçları ise ham petrol ve perakende benzin fiyatı arasında kalıp asimetrisi olmadığını göstermiştir. Toptan ve perakende benzin fiyatları arasında asimetriye dair kanıt bulunmamıştır. Bu durum, ham petrol ve perakende fiyatları arasında gerçekleşen fiyat mekanizması bozukluğunun dağıtım benzin fiyatlarından kaynaklandığını açığa çıkarmaktadır. Genelleştirilmiş etki tepki analizleri ise, ham petrol, toptan ve perakende benzin fiyatlarında meydana gelen şokların perakende benzin fiyatları üzerindeki etkisinin yaklaşık dört gün sürdüğünü göstermiştir.

There is a common belief that gasoline prices are more responsive to crude oil price increases than decreases. The aim of this study is to investigate the reaction of gasoline prices in the wholesale, the distribution and the retail stages of the distribution chain to price changes in crude oil on a daily basis in Turkey by conducting the long-term and the short-term asymmetry tests. Firstly, the stationarity and linearity of the price series were examined, and nonlinear structures in the series were detected. Then, whether there exists a cointegration between them was tested by the two-stage Engle-Granger linear cointegration test and four different nonlinear (threshold autoregressive-TAR, momentum threshold autoregressive-MTAR and their consistent counterparts) cointegration tests. The evidence for long-term asymmetry was found between the crude oil and the retail gasoline prices and it was determined that the increases in the crude oil prices were transmitted to the retail gasoline prices about four times faster than decreases. The results of the threshold error correction model used to analyze the short-term asymmetry showed that there was no pattern asymmetry between the crude oil and the retail gasoline prices. There was no evidence of asymmetry between the wholesale and the retail gasoline prices, which released that the price mechanism disorder between the crude oil and the retail prices was originated from the distribution gasoline prices. The generalized impulse response analysis showed that the effect of shocks in crude oil, wholesale and retail gasoline prices on retail gasoline prices continued about four days.
