Özet
Devletler tarih boyunca çeşitli yönetim biçimleri ile sınırları içindeki insanların sosyal, ekonomik, kültürel ve siyasal yaşamlarına yön vermişlerdir. Demokrasi bu yönetimler içinde yönetilen halka kişisel ve kamusal eşitlik ve özgürlük tanıyarak yönetime katılma imkanını veren en ideal sistem olarak çalışmamızın ilk bölümünde yer almaktadır. Demokrasi'nin en büyük erdemi olan güçler ayrılığı ilkesinde sıralanan yasama, yürütme ve yargı gücüne dördüncü güç olarak basını da ilave edebiliriz. Basının tarihi gelişim sürecinin M.Ö.sinden başlayarak klasik liberalizm sürecinde demokrasinin dördüncü gücü olarak gelişimi çalışmamızın ikinci bölümünde yer almaktadır. Çalışmamızın üçüncü bölümünde demokrasinin dördüncü gücü basının kamuoyu oluşumuna ve ulus devletlerin ortaya çıkışına katkısının yanısıra iktidarların yönetim aracı olarak da kullanılmasına tanık olduk. Basın demokrasinin işleyişinde sıradan vatandaşın kanaat ve eleştirilerini duyurabildikleri ve demokratik sistemi en hızlı ve en etkin denetleyebildikleri iletişim aracı olarak tarihte misyonunu yerine getirmiş olup günümüzde de hala önemini korumaktadır. Bir ülkedeki demokrasinin ölçüsü basın özgürlüğü ve basındır, diyebiliriz.

The States have directed the social, economic, cultural and political lives of the people living within their borders by means of miscellaneous governing methods throughout the history. Democracy takes part in the first section of our study as the most ideal system among these methods that enables the governed public to participate in the management through granting personal and public equality and liberty. We can add media as the forth power to the legislation, execution and jurisdiction powers listed in the principle of separation of powers which is the greatest virtue of the democracy. The initiation of the historical development of the media at B.C. and its development as the forth power of democracy during the classic liberalism process take part in the second section of our study. In the third section of our study, we witnessed the use of media - the forth power of the democracy - as the tool of governance by the governments in addition to its contribution in the formation of a public opinion and the release of nation states. The media has fulfilled its mission in the history as a tool of communication where the ordinary citizens announced their opinion and criticisms during the operation of the democracy and audited the democratic system in the quickest and most effective manner, however still keeps its importance today. We can say that the norm of the democracy in a country is the liberty of press and is the media.
