-66- - SUMMAEY Empirical estimation of an aggregate utility function is a rare attempt due to lack of adequate data. The results of 1976 survey of Tourism gives however for both of the Turkish and foreign tourists, the distributions of daily travel budgets among two homogeneous goods of accomodation expenditures and other expenditures by means of cross-classi fied tables among the same expenditure groups. Thus it is possible to estimate aggregate tourism utility function for these two goods. First, working on the two-good plane, where indiffe rence curves should be tangent to budget lines, a theory was developed, through which, by means of assumptions with out loss of generality, the coordinates of optimal point could be found without knowing the equations of indifference curves. Then, by taking the frequencies in the common cells of optimal points as the pessimistic and t&.e product of budgets and frequencies as the optimistic estimates of utility-since due to the theory of decreasing marginal uti lity the cardinal utility seems to lie in between-regression results of utility functions were obtained. From the class-67- of second degree 3 variable equations, two of them were selected as specifications of functional form, such that the estimated regression coefficients could give information about the type of the utility surface. Comparative results with optimistic and pessimistic alternatives show that, hyperboloid and hyperbolic parabo loid functions seem to be the most appropriate forms. Hence the utility function may most likely take the form of a pa raboloid. Immediate results from the empirical findings indicate that Turkish natives are more cautious with their expenditure for accommodation and both groups feel themselves to get increasing utility by spending more.
