ABSTRACT State and economic activities are both vital for human beings. These two factors complement each other and are prerequisite for each other. State guaranties justice and security for the occurance and growth of economic activities without which economic life can not be sustained. The reverse is also true. Ibn Khaldun gives a central importance to the personal and psychological factors for the economic well being. According to him, after undertaking his traditional responsibilities, it can have a right to take taxes from any kinds of production. However, if the administrative corps increase their lux consumption, then it is obligatory for them to increase the rate of taxes, and to resort to confiscation and nationalization for financing their consumption. This results the undermining of personal eagerness to have economic activities. In this case people urge not to produce more but to produce to the extend where they can survive. As a result, taxe revenues decrease and budget deficit increases. According to Ibn Khaldun, There is a direct relatiponship between state's political and military power. In other words, to make state more powerful and to realize the economic growth, it is necassary for state not to intervene to the economic life. There are great similarities between Khaldun's economic thought and that of contemparory economists. His thoughts concerning the relationships between state and economy is beneficial for the solvation of up-to-date problems.
