93 SUMMARY The local government has a close relationship with people because of having the least position of communication, and their mission is too much and so different. In these days, the economic and social problems have caused the local government in a hard situation. The most important problems are : Nature pollutions, scarcity of housing, scarcity of energy, unemployments, immigration to cities and immigrant workers. People want that the local government not only to choose these problems in the best way, but also try to change the people's thoughts. Today everthing is getting change quickly and by that people's needs are getting much more and different. Having the local government is imparative and neccessary to solve completly the needs and problems. * In the first section, the general terms is explained. * In the second section, Iran's local government through history, its situation after the Islamic Revolution (1979) and today are researched and explained. * In the third section, Turkey's local government is researched. * In the last section, Turkey's and Iran's local governments are compared and at least the results are explained.
