Özet (Çeviri)

The nature of business environment shaped by political risks, unstable administrative mechanisms, fluctuating economic conditions, fragile social dynamics, ambiguous governance structures and interstate complexities create threats for firms to implement effective business strategies in politically conflict regions. Yet, the opportunity seeking principle of competitive business strategies triggers the motivation for investment. While some firms gain great profits from conflict regions, others expose to big losses. Eliminating the risk factors and turning threats into business opportunities could manage the trade-off between risk and opportunity. The question is; how firms can turn political threats into business opportunities in conflict regions? This study sought to evaluate the political forces affecting competitiveness of Turkish construction firms operating in the Middle East and gives an insight about how effective competitive actions can be taken specific to politically conflict regions by providing examples from Turkish construction companies operating in the Middle East. The in-depth literature research of this study reaches the conclusion that firms involve in conflict regions with lower resources, can use bargaining power strategies to improve host country support systems, work with trade associations to impact legislations, engage in local partnership to decrease the effects of government interventions on foreign firms and sustain solid corporate governance practices to mitigate the impacts of uncertain business environment. However firms involve with higher resources, can use lobbying as a key strategy to compete in addition to low involvement strategies. The second phase of this research was guided by four face-to-face interviews by the managers of TEKFEN, ENKA, RENAISSANCE and STFA Construction. The empirical evidence approved the literature research findings but also showed that while the geographical and cultural proximity of Turkey creates advantage on costs and facilitates the relationships with regional partners and local authorities in the Middle East region; the disturbance of political relationships between Turkey and some Middle East countries like Central (Southern) Iraq, Syria and Egypt, especially in the post-Arab Spring era, creates difficulties for Turkish construction firms. Still, with its highly fertile resources and lower intensity of competition resulting from the lack of developed country competitors; Middle East attracts Turkish contractors who are advantaged by their strong historical and political ties, know-how of construction business and familiarity with the country characteristics.
