Özet
ÖZET Bütün ülkelerde, konut fiyatlarındaki artış ve gelirlerdeki durgunluk, özellikle dar gelirli için, konut sahibi olmayı güç leştirmektedir. Gelişmiş ülkeler bu sorunu toplu konut uygu lamaları aracılığıyla çözümleme yolundadırlar. Bu ülkelerde, dar gelirliler toplu konut uygulamaları aracılığıyla hem ucuz, hem de sağlıklı bir konuta sahip olabilmektedir. Ülkemizde de 1970'li yıllardan beri konut sorununun çözü münde toplu konut uygulamalarına ağırlık verilmiştir. Ancak, sorunun boyutlarını belirleyen toplumsal faktörler gözönünde bulundurulmadığmdan, üretilen konutlar bir türlü arzu edi len düzeyde ucuza maledilmemiştir. Oysa, sosyal problemlerin çözümünde problemin toplumsal içeriğini gözönünde bulun durmak gereklidir. Ülkemizde dar gelirlilerin biriktirim eğilim leri çok düşüktür. Küçük biriktirimler de, enflasyonla, sürek li bir şekilde erimektedir. Dolayısıyla, ülkemizde, toplu konut uygulamalarının başarısı ucuz olabilmelerine bağlıdır. Üreti len bu konutların ucuza maledilememesinin en önemli nede ni, toplu konutta yoğunlaşan talep fazlasıdır. Ülkemizde yal nızca dar gelirliler değil, aynı zamanda, orta gelirliler de konut konusunda devletten yardım ummaktadır. Bu durumda, ön celikle bu talep fazlasmı ortadan kaldıracak önlemlerin alın ması gereklidir. Çünkü bu talep fazlası toplu konutlarda fiyat ları dar gelirliler lehine düşürecek önlemleri başarısız kılar.

SUMMARY In all countries, increase in the costs of housing and stag nation in incomes make it difficult for the low-income groups to acquire housing by ownership. Developed countries try to solve this problem by means of collective housing policies. In these countries even people with limited income acquire the ownership of cheap andhealthly housing thanks to the suc cessful application of these policies. Since 1970, the gorvements in Turkey have stressed the im portance of such collective housing projects for the solution of the housing deficit in general and the ill conditions of the ho using available for the limited income groups. However, beca use the social factors underlying these problems have been disregarded. The project has not appealed to the limited inco me customers whose saving capacity and tendency is very low. Moreover, rising inflation has rendered small savings as unimportant. The success of the collective housing projects in our country depends on the lowering of costs of bulding of such residenti al sites and the supply of cheap houses in the market for the limited income families. Extra demand for such housing due to the housing deficit in general, pushes the market price up ward and makes such housing appealing to the middle inco me groups rather then those with limited income. Middle income gropus also want to get housing subsidized by the state. That is another factor which adds to the extra demand and therefore accelerates the prices. A number of me asures have been suggested, as a result of this study, to limit the demand for such housing to the lower income groups.
